Remembering Sardar Tirlok Singh Mann — A Life of Integrity, Service and Social Responsibility

On the Twenty-Third Death Anniversary of Sardar Tirlok Singh Mann, SIRSA NEWS once again remembers the man whose life continues to be a guiding light and an enduring source of inspiration.
Sardar T.S. Mann was not merely a senior Jail Department officer. He was a disciplined public servant, a compassionate administrator, a progressive farmer, a social worker and, above all, a man of principles.His life was marked by honesty, integrity, compassion, discipline, courage and service to society.
Late Sardar Tirlok Singh Mann HPS-I
Sardar Tirlok Singh Mann was born on 20 July 1920 at Village Mannawala, District Sheikhupura, now in Punjab, Pakistan, in the distinguished Mannawala family.
A chapter on the Mannawala family appears in the book The Chiefs of Punjab. A family tree extending from around 1700 AD to Sardar T.S. Mann is also recorded in historical records.
His early education began at Guru Nanak Khalsa High School, Nankana Sahib. He graduated from Khalsa College Amritsar in 1942.

During his college years, British professors taught English at Khalsa College. He had a good command of English, Punjabi, Urdu, Hindi and Persian, along with some basic working knowledge of French.

During his hostel life at Khalsa College Amritsar, he visited Sri Harmandir Sahib every morning. He held his teachers and professors in the highest esteem.
Professor Sahib Singh, renowned for his authenticated Tika of Sri Guru Granth Sahib, was one of his favourite professors.
A Dedicated Public Servant
In 1943, Sardar T.S. Mann joined the Jail Department through the Punjab Services Commission. His first posting was at Multan Jail as Assistant Superintendent of Jail.
At the time of Partition in 1947, the family was allotted land at Sirsa. For some time he served as a Camp Commandant at Sirsa, helping look after refugees displaced by Partition. He subsequently resumed his Jail Department service in post-Partition India.
During his long career in the Jail Department, he never regarded prisoners merely as inmates. He tried to understand their psychology and interacted with them to resolve their problems.
He was particularly strict about the quality, quantity and hygiene of food supplied to prisoners. He personally ensured that the proper quantity of properly cooked food was served on time.
He also took a keen interest in the welfare of prisoners.
Consequently, he became popular among inmates. Many prisoners remembered him with gratitude even after completing their sentences.
Besides serving in several jails of Punjab and Haryana, he was also posted at Tihar Jail, Delhi, in the early 1950s.
Rohtak Jail During the Emergency
From 1975 to 1977, during the National Emergency, Sardar T.S. Mann served as Superintendent of Rohtak Jail.
Several prominent political leaders were detained at Rohtak Jail during this period, including:

Despite the political circumstances of the Emergency, Sardar T.S. Mann maintained a humane and dignified approach towards those detained under MISA.
Many of these political leaders subsequently remembered his conduct with respect.
L.K. Advani Remembers T.S. Mann
After a gap of 28 years, Shri L.K. Advani returned to Rohtak Jail on 26 June 2003 and recalled Sardar T.S. Mann.
An exclusive AajTak film featuring Shri L.K. Advani and Sardar T.S. Mann was recorded at Rohtak Jail and telecast during prime time under the programme Vishesh.
In the programme, Shri Advani specifically recalled the humane treatment he had received from Mr. Mann during his detention under MISA.

He also remembered how Sardar T.S. Mann had permitted a meeting with all three members of his family — his son, daughter and wife — although permission had been granted for only two people.
This episode remains one of the most memorable reminders of Sardar T.S. Mann's belief that humanity should never be compromised, even in difficult circumstances.
A Principled Officer
After 35 years of meritorious service, Sardar T.S. Mann retired in 1979 as Superintendent, District Jail, Rohtak.
At that time, this was the second-most senior position in the Jail Department.
The Government granted him four increments in recognition of his honest and dedicated service.
He held his superior, the late I.G. Prisons Shri S.K. Puri, in high regard.
During the final months of his service, he declined promotion to the rank of Inspector General of Prisons because of the possible difficulties it could have created for Shri Puri during the final phase of his career.
This decision reflected one of the defining characteristics of Sardar T.S. Mann — he valued loyalty, fairness and human relationships above personal advancement.
From Public Service to Farming and Social Work
After retirement, he returned to his farm at Village Kirpal Patti, Ellenabad, District Sirsa.
He undertook cooperative farming and involved around 20 families with him.
He made efforts to ensure that these families had their basic requirements of housing, food and clothing. He also arranged financial assistance when necessary.
He discouraged the use of alcohol and intoxicants and regularly imparted moral and social guidance to those associated with him.
He himself remained a teetotaller and vegetarian throughout his life.
His practical agricultural wisdom continues to influence the farming practices of his family.
Lok Panchayat and Social Responsibility
From 1994, Sardar T.S. Mann gave fresh momentum to the already established Lok Panchayat in the Rania–Ellenabad–Jeevan Nagar area of Sirsa.
Lok Panchayat was conceived as a non-religious, non-political and non-factional social organisation.
His belief was that villages and communities could progress only when people accepted responsibility for one another and worked collectively.
A Voice for Peace
During the difficult period of militancy in Punjab, Sirsa, being a border district, was also affected by the atmosphere of insecurity.
Sardar T.S. Mann, along with others, helped form a Peace Committee in Sirsa.
Shri V. Kamraj, a capable IPS officer posted in Sirsa during those years, appreciated the efforts of the Peace Committee.
Sardar T.S. Mann believed that social stability could not be achieved merely through administration and policing; it also required community participation, dialogue and mutual confidence.
His Contribution to the Haryana Sikh Gurdwara Movement
In 2001, Sardar T.S. Mann joined the movement initiated by people from Karnal and Kurukshetra districts seeking a separate Sikh Gurdwara management body for Haryana.
He motivated and informed people in Sirsa district about the importance of the demand.
His foresight helped keep the idea alive among those working for the cause, and the movement continued after his death.
The subsequent establishment of the Haryana Sikh Gurdwara management body in 2014 was the culmination of a much longer public movement.
Family
Sardar T.S. Mann was the eldest of the three sons of Sardar Sahib Singh Mann.
His younger brothers were:
Sardar Gurdeep Singh Mann (1921–2014), whose family was settled at Village Patti Kirpal, and
Sardar Amarjeet Singh Mann (1927–1987), former Sarpanch, whose family was settled at Village Moujukhera.
Both were progressive farmers and respected personalities of the region.
A Man of Faith and Family
Sardar T.S. Mann was a devoted follower of the teachings of Sri Guru Granth Sahib.
He always held his parents in high esteem.
In 1986, the untimely death of his elder son, Shri Gurinder Mann, was a profound personal tragedy.
Despite the enormous personal loss, Sardar T.S. Mann accepted it as the will of the Almighty and remained a source of strength to the rest of the family.
Sardarni Harpal Kaur Mann
Late Sardarni Harpal Kaur Mann (1932–2009), wife of Sardar T.S. Mann — a pious and progressive force who stood beside him throughout his life.
She was an important source of strength behind the family and supported Sardar T.S. Mann in his disciplined and socially committed life.
The Final Years
Sardar T.S. Mann lived a highly disciplined life and remained conscious of his health and physical fitness.
Even at the age of 83, he took long walks every day and regularly visited his fields.
He believed in a simple life, natural living and self-discipline. He remained optimistic throughout his life.
Sardar Tirlok Singh Mann passed away peacefully on 19 August 2003, at the age of 83.
A Life That Continues to Guide
Twenty-three years after his passing, the values associated with Sardar T.S. Mann remain relevant:
Integrity in public service.
Compassion towards the vulnerable.
Courage without arrogance.
Discipline without rigidity.
Success without selfishness.
Faith without intolerance.
And service without expectation of reward.
He never sought the limelight, yet his life touched people from very different walks of life — prisoners and political leaders, farmers and officials, family members and ordinary villagers.
His greatest legacy is perhaps not any single position he held or any particular achievement.
It is the example he left behind.

सरदार टी.एस. मान केवल जेल विभाग के एक वरिष्ठ अधिकारी नहीं थे। वे एक ईमानदार लोकसेवक, संवेदनशील प्रशासक, प्रगतिशील किसान, समाजसेवी और सिद्धांतों पर दृढ़ रहने वाले व्यक्ति थे।

सरदार तिरलोक सिंह मान का जन्म 20 जुलाई 1920 को गांव मन्नावाला, जिला शेखूपुरा में हुआ था, जो अब पाकिस्तान के पंजाब में है।
वे प्रसिद्ध मन्नावाला परिवार से संबंधित थे और सरदार साहिब सिंह मान के सबसे बड़े पुत्र थे।
उनकी प्रारंभिक शिक्षा गुरु नानक खालसा हाई स्कूल, ननकाना साहिब में हुई। उन्होंने 1942 में खालसा कॉलेज अमृतसर से स्नातक की शिक्षा पूरी की।
वे छह फीट लंबे, मजबूत कद-काठी के अच्छे खिलाड़ी और एथलीट थे। उन्होंने पंजाब विश्वविद्यालय की एक मील दौड़ दो बार जीती और विश्वविद्यालय की वॉलीबॉल टीम का भी प्रतिनिधित्व किया।
एक समर्पित लोकसेवक
1943 में वे पंजाब सर्विस कमीशन के माध्यम से जेल विभाग में नियुक्त हुए। उनकी पहली नियुक्ति मुल्तान जेल में सहायक जेल अधीक्षक के रूप में हुई।
1947 के विभाजन के समय परिवार को सिरसा में भूमि मिली और उन्होंने कुछ समय तक विस्थापित परिवारों की सहायता के लिए कैंप कमांडेंट के रूप में कार्य किया।
जेल सेवा के दौरान उनका व्यवहार कैदियों के प्रति मानवीय रहा। वे उनकी समस्याओं को समझते थे और उनके सुधार तथा कल्याण पर ध्यान देते थे।
रोहतक जेल और आपातकाल
1975 से 1977 तक राष्ट्रीय आपातकाल के दौरान वे रोहतक जेल के अधीक्षक रहे।
इस दौरान अनेक वरिष्ठ राजनीतिक नेता रोहतक जेल में बंद रहे। इनमें श्री लालकृष्ण आडवाणी, चौधरी देवीलाल, श्री भैरों सिंह शेखावत, श्री चंद्रशेखर और अनेक अन्य प्रमुख नेता शामिल थे।
26 जून 2003 को श्री लालकृष्ण आडवाणी ने 28 वर्ष बाद रोहतक जेल में सीनियर टी.एस. मान को याद किया। AajTak द्वारा इस मुलाकात पर विशेष कार्यक्रम भी प्रसारित किया गया था।
इस कार्यक्रम में श्री आडवाणी ने सीनियर टी.एस. मान के मानवीय व्यवहार को विशेष रूप से याद किया।
सेवा के बाद खेती और समाजसेवा
1979 में 35 वर्षों की सराहनीय सेवा के बाद वे सेवानिवृत्त हुए और गांव कृपाल पट्टी, ऐलनाबाद, जिला सिरसा में खेती करने लगे।
उन्होंने लगभग 20 परिवारों को साथ लेकर सहकारी खेती की और उनकी मूलभूत आवश्यकताओं की चिंता की।
उन्होंने लोक पंचायत को नई गति दी तथा सामाजिक सद्भाव, शांति और सामुदायिक जिम्मेदारी के लिए कार्य किया।
हरियाणा सिख गुरुद्वारा आंदोलन में योगदान
2001 में उन्होंने हरियाणा के लिए अलग सिख गुरुद्वारा प्रबंधन व्यवस्था की मांग से जुड़े प्रयासों में सक्रिय भूमिका निभाई।
अमर स्मृति
सरदार टी.एस. मान का निधन 19 अगस्त 2003 को 83 वर्ष की आयु में शांतिपूर्वक हुआ।
वे आज हमारे बीच नहीं हैं, लेकिन उनका जीवन हमें आज भी ईमानदारी, अनुशासन, मानवता, सामाजिक जिम्मेदारी और निस्वार्थ सेवा की प्रेरणा देता है।
उनकी स्मृति में सबसे बड़ी श्रद्धांजलि यही होगी कि हम उनके जीवन के मूल्यों को अपने आचरण में उतारें।
सरदार टी.एस. मान SIRSA NEWS के लिए केवल एक स्मृति नहीं, बल्कि आज भी एक मार्गदर्शक प्रकाश हैं।
