Weekends especially Saturday mornings are meant for recharging your sleep stocks, when everyone wants to take an extra long sleep, this is true more for office going persons, and if you are a very senior bureaucrat that perhaps this is the only time you get after a long week to relax for a while more. The above sentences seems to have no meaning for the deputy commissioner of Sirsa, Dr J. Ganesan, who is on his heels every Saturday morning, much before the time of Sunrise he leaves the city and the comforts of his official residence to head for a dusty far off village of Sirsa District on a mission. The mission is to make aware and motivate people of villages about urgent necessity about Sanitation, and stopping the littering of garbage especially non-biodegradable plastics. This Saturday it was Village Desu Jodha a village almost at the border of Punjab, about 70Km away from Sirsa. Dr Ganesan reached the village at around 6AM, the village was ready to participate with DRO, SDM Dabwali, BDPO, APO DRDA several other Govt officials, sanitation volunteers ready with garbage collection bins, rickshaws and even one improvised vehicle often known as ‘MARUTA’ or ‘Gharukka’ roped in to collect garbage form the streets. Few Sarpanches from nearby villages and the village Sarpanch were also present. It will be best to view the 3 videos embedded here to see the original happenings.

Director Panchayat BS Malik and DC Sirsa Dr. J Ganesan initiated a sanitation drive in the wee hours of the morning today, from Village Mirpur near Air-force station Sirsa. The drive will emphasise on making villages free from polyethylene garbage littering. Sh BS Malik and Dr J. Ganesan themselves picked up spades to pull out Poly-bags from the drains to launch the drive. Dr. J Ganesan informed that Sirsa district has maximum number of Nirmal Grams in Haryana state, and it is also the 1st district having maximum number of toilets built inside homes as per census records of 2011. State co-ordinator of Total Sanitation project Sh Surat Singh Yadav, DDPO Sh Kulbhushan Bansal, Sarpach of village Mirpur Sh Ramji Lal, ANM, and Aanganwaari workers were present.  These projects come under the aegis of National Total Sanitation Campaign. Total Sanitation Campaign is a comprehensive programme to ensure sanitation facilities in rural areas with broader goal to eradicate the practice of open defecation. TSC as a part of reform principles was initiated in 1999 when Central Rural Sanitation Programme was restructured making it demand driven and people centered. It follows a principle of “low to no subsidy” where a nominal subsidy in the form of incentive is given to rural poor households for construction of toilets. TSC gives strong emphasis on Information, Education and Communication (IEC), Capacity Building and Hygiene Education for effective behaviour change with involvement of PRIs, CBOs, and NGOs etc. The key intervention areas are Individual household latrines (IHHL), School Sanitation and Hygiene Education (SSHE), Community Sanitary Complex, Anganwadi toilets supported by Rural Sanitary Marts (RSMs) and Production Centers (PCs). The main goal of this is to eradicate the practice of open defecation by 2017. To give fillip to this endeavor, GOI has launched Nirmal Gram Puraskar to recognize the efforts in terms of cash awards for fully covered PRIs and those individuals and institutions who have contributed significantly in ensuring full sanitation coverage in their area of operation. The project is being implemented in rural areas taking district as a unit of implementation.
