In order to cater to the growing demands for skilled and unskilled Labour, technicians, IT professionals, engineers and doctors in foreign countries especially in Saudi Arabia, Bahrain, UAE, Kuwait, Oman, Qatar etc., it was decided by the Haryana Government to set up an Overseas Placement Bureau in the Department of Employment. This Bureau functions under the aegis of a Society, Haryana Overseas Placement Assistance Society (HOPAS), with its registered office at Panchkula, which has been promoted by the Govt. of Haryana with the prime objective of assisting the youth of the State in overseas employment.
