Haryana Chief Minister, Mr. Bhupinder Singh Hooda while inaugurating Center of Exxelence for Fruits at Village Mangiana in Sirsa said that progressive farmers of the state would be sent on training to Israel so that they could know how to increase production by adopting most modern technology of irrigation and cultivation of Israel.

Mr Hooda was addressing the farmers after inaugurating Centre of Excellence for fruits, an Indo-Israel project at village Mangiana in district Sirsa on 21st May 2013. This centre had been set up at a cost of Rs.9.7 crore over an area of 72 acres. The Chief Minister said that he had a discussion in this regard with Ambassador of Israel, Mr. Alon Ushpiz who consented that two training courses having a group of 25 to 30 farmers each could be conducted every year. These courses would soon be organized so that our farmers could get information about how to increase productivity by using less water.

While congratulating the farmers for this new Centre of Excellence project, Mr. Hooda said that our great leader Mr. Rajiv Gandhi had dreamt for progress of the nation in the 21st century. His vision was that only communication technology is not enough, but other latest techniques in agriculture should be made available for the farmers of the country. Today on his death anniversary, dedication of this centre is a step forward towards realization of late Mr. Gandhi’s dream. The farmers could not achieve progress unless they do not adopt technology. Time has come to switch on to new technique in cultivation so that income of farming community could be increased.
Mr. Hooda said that Israel and Haryana have similarities in climate and soil conditions. There is an acute shortage of irrigation water in Israel but farmers there were getting maximum production by adopting most modern technology of irrigation and cultivation. However, Israel is a small country yet it had exported fruits and vegetables in entire Europe and other countries. He said that landholdings in the state are shrinking and availability of water is decreasing slowly. Hence, it is necessary to adopt technology of high density plantation by using less water that gives more yields.
While thanking UPA government and Union Agriculture Minister for providing two Centres of Excellence to Haryana out of 14 in the country, Mr. Hooda said that CoE for vegetables had already been established at Gharaunda, Karnal. Both these centres were examples of Indo-Israel joint cooperation in the field of horticulture. He said that this centre would provide disease free plants for kinnows to the farmers. New varieties of citrus were being tested to prolong harvesting period of citrus fruits. Apart from others, new crops of olive would be tested here.
Mr. Hooda said that Haryana has got maximum benefit under National Horticulture Mission. Rs. 114 crore had been spent under the Mission in district Sirsa. Out of total 2500 community water tanks constructed in the state, about 1200 have been constructed in Sirsa only. Agro-malls are being established in the state and an international Terminal market is being set up at Ganaur. Apart from this, 14 Front Demonstration Centre at farmer’ fields had also been set up in various districts to promote protected cultivation technologies, he added.
Mr. Hooda also assured that there would be no shortage of staff in Horticulture department as now a days the department had became very important for farmers. He also released a book of Haryana Kisan Ayog entitled ‘Horticulture Development in Haryana’. He also announced grant of Rs.50 lakh for pavement of streets and Rs. One crore for drinking water for village Mangiana.
Speaking on this occasion, Ambassador of Israel, Mr. Alon Ushpiz said that today another Centre of Excellence had been inaugurated by Chief Minister in the wonderful state of Haryana. He said that people of Haryana are very much hard working and dedicating like Israel. They never surrender to hardship of nature. In Haryana, we feel like talking to our brothers. Speaking in chaste Hindi, he said, “Jab hum Haryana mein hain, hame apne ghar jaisa mehsoos hota hai. Jab Haryana wasiyon se baat karte hain, tab mahsoos hota hai, apne bhaiyon se baat kar rahe hain” (When we are in Haryana, we feel like in our home. When we talk to Haryana people, we feel that we are talking to our brothers). He also congratulated Union Agriculture
Minister Mr. Sharad Pawar for promoting agriculture cooperation between two countries.
While extending best wishes for setting up of Centre of Excellence for Fruits, Head MASHAV, Mr. Daniel Carmon said that centre would be an example of success. He said that cooperation between Israel and Haryana will continue and we are exploring possibilities to cooperate in other fields also. He also thanked the Chief Minister for supporting this ambitious project. Member of Parliament, Dr. Ashok Tanwar, Agriculture Minister, Mr. Paramvir Singh, Minister of State for Agriculture Mr. Sukhbir Kataria, OSD (Media) to Chief Minister, Dr KV Singh and Political Advisor to Chief Minister Prof. Virender Singh also spoke on this occasion.

Dr. Anmol Rattan Sidhu, president High Court Bar was in Sirsa recently. While talking to media persons at Distt Bar Library Sirsa, said that he is committed for the welfare for his Advocate colleagues not only at High Court Bar but also at all district Bars and where ever they are practising. This time he was in Sirsa on whirlwind tour for campaigning and canvassing to vote in his favour in the forth coming Bar Council Elections.
He said that as he was born and brought up in Dabwali, so Sirsa being his home district has special place in his heart, and asking for vote in his favour from his fellow collegues in Sirsa is a kind of right for him he commented.

Assistant Solicitor General of India, Dr Anmol Rattan Sidhu had the opportunity to travel to various parts of the World to know about their culture, legal and political system. Some of the Countries visited are Austria, Belgium, Bhutan, Canada, England, France, Germany, Holland, Italy, Jordan, Liechtenstein, Maldives, Monaco, Nepal, Pakistan, Russia, Sri Lanka, Switzerland, Tunisia, Thailand, U.A.E., U.S.A. etc.
While being the President of the Punjab and Haryana High Court Bar Association, Chandigarh, he had organized the first ever International Legal Conference at Chandigarh; in which representatives from eleven countries participated; which was inaugurated by the President of India His Excellency Dr. A.P.J. Abdul Kalam on 29th September, 2003.
The Elegant Law Bhawan in Sector 27 Chandigarh was constructed during his tenure as president of Bar Council Punjab and Haryana High Court.
He had been elected president of Punjab and Haryana High Court Bar Association for the 5th time in April 2013, he had been elected member Bar Council for four times so far.
He had the opportunity and permission to visit Late Sarbjeet Singh of India in a Pakistan jail, this kind of permission was unprecedented.
Even during the student days in the College/University, He had been in the fore front of various social, legal and educational organizations; interacting with the State/Central Governments and other decision-making bodies.
Mr. Jagjit Singh Gill one of the ARO for the forthcoming Bar Council elections informed Sirsa News on phone that the elections shall be held in two phases, on 31st May at High Court Bar Chandigarh and on 1st July in all the District Bars of Punjab and Haryana. There are several candidates in the foray this time; over 50,000 eligible Advocates members of BCI P&H chapter can exercise their franchise in this election. The results take a bit longer period to declare as the voting is done on preferred vote system so the counting process is quiet tedious. Justice NK Agrawal (retd) is the returning officer. The Bar Council's strength is of 25 elected members excluding two ex-officio members as advocate generals of Punjab and Haryana, Ashok Aggarwal and Hawa Singh Hooda, respectively. At present, Minderjeet Yadav, Inder Pal Singh Dhanna and Harpreet Singh Garcha are chairman, vice-chairman and secretary of the body, respectively.

Former Haryana Chief Minister Om Prakash Chautala was today granted interim bail for six weeks by the Delhi High Court for undergoing pacemaker implant surgery at a hospital in Delhi.
The NEWS sent a wave of cheer in the workers and supporters of INLD all over Haryana. Here is a video from Village Chautala where residents expressed happiness over the relief to Sh OP Chautala. "In view of the facts and circumstances of the case and considering the medical report of the appellant/applicant, the applicant's sentence shall be suspended for a period of six weeks," Justice Siddharth Mridul said while granting the interim bail.
78-year-old Chautala, chief of Indian National Lok Dal (INLD), along with 54 others, is serving jail term in the 2000 teachers' recruitment scam.
The court asked Mr Chautala to furnish a personal bond of Rs. five lakh along with two sureties of like amount before the trial court as a pre-condition for his release on bail.
It also asked the former Haryana Chief Minister to surrender his passport with the trial court, besides asking him not to leave the National Capital Region without prior permission of the court.
It also asked Chautala to get himself admitted at Medanta Medicity within 24 hours of his release on bail for undergoing the surgery.
The court, however, gave liberty to CBI to seek cancellation of his bail if any condition imposed is violated by Chautala.
"It goes without saying that CBI will have the liberty to apply for cancellation of bail if any condition is being violated by the appellant/applicant," Justice Mridul said.
The court, however, disallowed the submission of CBI that Chautala be restrained from addressing any press conference during the period of bail.
"How can this court curtail the fundamental right of a citizen. I don't wish to comment on it. If you persist with it (arguments), then it seems it is not coming from CBI," the court observed during the hearing without elaborating.

The Centre of Excellence for Fruits has been set up in collaboration with Israel over an area of 72 acres at a cost of Rs 9.7 crore under the National Horticulture Mission (NHM).
Alon Ushpiz, Israel's Ambassador in India, will be present on the occasion. This project would promote horticulture in the state. Saplings of citrus fruits, pomegranates, olives, guava and dates have been planted at the centre.
Apart from the shed net house, anti-insect house and high-tech greenhouse had also been set up at the centre.
Micro-irrigation with automatic system had been installed in separate blocks of orchards and nursery.
Dr A.S. Saini Addl Director Horticulture Haryana informed that plants of different varieties of citrus fruits had been set up over an area of 23 acres of land, pomegranate on four acres, olive on six acres, guava on three acres and dates over an area of five acres.
He said horticulture farming would enhance the income of farmers and fresh juice would be available to the people of adjoining areas.
Dr J Ganesan DC Sirsa said with a view to promote horticulture activities, Rs 90 crore had been spent so far under the National Horticulture Mission in the district as a result of which 8,300 hectares of land was under the Horticulture Department in the district.

The other day I went to one newly opened ‘university’  for a lecture on communication skills.  In the entire ‘university’ which was hosting the show, there were only few hundred  students. You name it, and that degree was available there. Just pay, and enter. After three – four –five years ( depending upon your paying capacity),  you will definitely  get a degree. But will that piece of paper make you a professional or useful to the society?  Will it take you anywhere in life? Is that what education is all about?  It is frightening to see how we treat education today.
 Recently, during a study, in a privately  run hi-fi  school, students were asked as to who was their best teacher. And they replied  “ Google” . This is sad commentary on today’s teaching system, and the quality of schools. The ‘guru – shishya’  tradition, where teacher taught with passion, and students learnt with respect, has vanished. It has been replaced by lap tops and I pads. Google may give us plethora of information but not knowledge and values. These are given by teachers who become mentors to their students. The aim of education should be to make a student realize his/her inner potential, and then help to flourish his natural passions and strengths. Education should build character in students, and equip them to become productive in their areas of interest. That can happen when we stop commercialization of education, and prevent politicians and business men to open schools/colleges/universities, along the highways, as shops to make money.

Today literacy rate may have gone up but not the quality of the literate. The youth may be roaming around with easily obtained degrees, but most lack general awareness, good expression, and self confidence. You ask a fresh graduate from any of these private institutions to speak for one minute about himself, he can’t. He neither reads nor writes, but is master in the use of his cell phone.
Coaching  centres are ruining our education system, running parallel to schools. There is hardly any science/commerce  stream student who does not go for coaching these days. In many cases, the teacher who teaches him/her  in the class, also takes his coaching classes. Isn’t it a form of black mail of the students, and why no action is taken against such teachers who are paid in the school for their job which they sham, but are very active during coaching in their houses. Go to a govt school and conditions are not upto the mark. That is why most children from villages, drop out after high school, and very few make a cut.
The answer lies in eradicating corruption in the education system and promoting  good teachers. Teaching has to be made a viable career, and a respectable profession. The rein has to be given in the hands of educationists and not money makers.
Let Google, national knowledge commission, and information technology ( IT) etc help us with latest information and teaching aids, but not be our masters. Master has to remain the ‘Guru’, and the child’s parents. It is they alone, who can be our role models and help us in being good human beings, which should be a hall mark of an educated person.

Sh Saurabh Singh IPS has assumed his duties as SSP Sirsa from today upon taking charge from recently transferred SSP Dr. Raj Shri Singh IPS from Sirsa.

Mr Saurabh Singh is a young dynamic officer of 1998 IPS Haryana Cadre. He is a chemical engineer from IIT Kanpur.

He is also one of 125 IPS officers; Govt of India has cleared for empanelment for the post of DIG or equivalent

In Sirsa he has to sort out many of the pending unsolved criminal cases as well as has to look into traffic, encroachments, parking, satta bazari, cricket bookies, narcotics trade etc. and other problems with a fresh view.
