The Ghagger that flooded more than a dozen villages and submerged standing crops drowned houses, and one of the largest Government’s ware house of wheat at Bani is now being drained out back into the Ghagger river near, Ghagger Syphon near Talwara Jheel Village. At this point the Ghagger passes from under the Indira Gandhi Canal, popularly known as Raj Canal. DC Sirsa Mr. CG Rajini Kaanthan informed Sirsa News at BDPO office Ellenabad that the cut on the RHS bank of the Ghagger has been made by farmers to help the water go back into the river, as now only a few thousand Cusecs of water was flowing downstream of Ottu Wier, and perhaps this is the high time to flush out water from the village. He said the Administration is monitoring the overall situation as well as this operation. With more rains expected in the coming days it is prudent to ease the situation as much as possible, added Ram Singh Bishnoi DRO.

The DC and his team were returning from the water drainage site when this correspondent met him.

The already green situation of flood created by the Ghaggar River, has further deteriorated with multiple breaches in the ring bandh near village Ferozabad about 15 KM from here. The multiple breaches which occurred yesterday are still causing havoc in vast track of land not only in village Ferozabad but also nearby over a dozen villages Namely Nagrana Thed, Dhani Sant Nagar, Jiwan Nagar, Kirpal Patti and Nakoda etc. Army Jawans assisted by thousand of Dera Sacha Sauda Volunteers are busy round the clock to plug the breaches which are posing a great danger to the standing crops in thousand of acres. Earlier last evening few crevices which occurred in ring bandh near village Jhopra had caused panic and danger in the surrounding areas including the local Air Force Station which is only two or three KM away from the site of breaches. It may be recalled that already villages Farwai Kalan, Nejadela Kalan, Nejadela Khurd, Musahibwala, Meerpur, Mallewala, Jhopra and few other situated on both sides of the river were marooned and were completely evacuated. The residences have shifted to safer places with their own resources. There was a general complain from the victim that none from the administration came to the rescue and they were left at their own fate. The Dera Sacha Sauda volunteer who are playing good samaritans and provided much needed succour to the flood victim were getting a lot of accolades for rendering yeoman service to the needy people by way of not only helping them in their evacuation but also provided them with food and other necessary items. Many NGOs and other social organization have been helping in gigantic relief and rescue work. A social organization headed by Mr. Prem Kandoi has opened up a free langar for the victims at the local kisan bhawan where food is served about 3000 peoples. Since yesterday the district administration. According to latest input thousand of residents of Mallewala and other nearby village have assembled own the ring bandh near the village to protect it in the face or rumours that the bandh will be breach to reduce water level upstream of Ghaggar. Ashok Tanwar, local MP after visiting the flood affected people has said that he would meet Prime Minister for full compensation of losses suffered by the victim. Downstream Ottu Wier, Naamdharis of the region and Dera Sacha Sauda's Green S Welfare workers assisted the army men in relief operations.
Other social organizations like Maruti Welfare Trust etc were also extending help in the relief measures.

Flood situation in Sirsa and its villages has suddenly turned Grim, with rise in water in Ghagger the river has breached at several places, and before on breach is plugged, the river breaches at another place, this is the scenario all along its course from Sardulgarh, where it leaves Punjab and enters Haryana area, even near Sardulgarh Ghagger breached near village Sadhuwala-Foosmandi today in the morning. The breaches are more pronounced till Ghagger reaches Khairekaan Village where it crosses NH10.

After crossing NH10 till Ottu Lake and Weir about 12 KM downstream, Ghagger seems to be in a bit poise mood, barring a few minor breaches near Village Kelnia. The gates of ottu weir have been all thrown open to let the furious Ghagger pass through the weir without hinderence. The Ottu weir it its Embakment upstream also has offshoots for half a dozen medium sized canals and minors that take away water from Ottu Weir for irrigation this also helps in easing a little part about 1500 CuSecs of water from the main barrage. Today in the morning a total of 13588 CuSecs of water was being carried forward by Ottu Weir and its distributaries. Downstream the Ottu barrage a breach was reported near Village Ferozabad in the afternoon.

There are speculations and rumours making rounds that this time Ghagger waters may enter Sirsa city from a weak Bandh near Village Nezadella. People still have not forgotten when 80% of Sirsa was drowned by Ghagger in July 1993, at that time the Air Force station was also hit badly by the floods, The Air Force station is an important Air base of Indian Air Force. In that year people believed that dur to Air Force water wont be allowed to enter Sirsa, but it proved otherwise, now people hardly have any faith in the Administration or other Government departments and their statements, in fact some of the farmers had a grudge that the Govt even could not inform them of the real situation so that they may become more cautious, (See Videos). Politicians of both ruling party and the opposition are also making rounds of the flood affected areas to impress people with their viewpoints, but there are hardly any takers to their stories, and people instead murmur that they are causing hinderences to whatever work the farmers are doing on their own part. Yesterdays whirlwind round taken by ADC Pankaj Chaudhary also did not went well with the Public as she was in such a haste that no one believed she can be of any help. Today DC CG Rajini Kaanthan along with SDM SK Jain toured several villages to take stock of the situation.

CM Haryana, Mr. Bhupinder Singh Hooda is expected to tour the Sirsa Parliamentary Constituency on 13th July. His visit is expected to be by air till Airforce station and by road to the affected areas in SIRSA, however if the floods get worse than he might only do an areal survey.

Mr. Abhay Singh Chautala INLD MLA from Ellenabad also visited several flood affected areas today. Ironically the MLA did not visit his own constituency which is equally flood prone as Ghagger is flowing to the brims there also

MP Ashok Tanwar also toured Fatehabaad, Sirsa flood affected areas.

ONE AND HALF HOUR RAIN EXPOSES DISTRICT ADMINISTRATION’S PREPAREDNESS TO FIGHT STORM WATER.

After knocking at the doors of Sirsa couple of days ago the second spell of just about 20mm rain Knocked down Administrations claim of preparedness for Rany season, (Read also: Monsoon Knock at SIRSA )
THE intermittent rain of one and half hours today miserably exposed the tall claims of the Sirsa district Administration’s claims for having fully prepared for containing and controlling the storm water during the ongoing Monsoons, as almost whole of the town remained submerged from knee deep to hip deep water. All vehicular traffic was disrupted and the normal life was thrown out of gear. The worst hit areas were local Rori Bazar, Suratgarhia Bazar, Punjab National bank street, All ‘Dus Footi Galis’ Sadar Bazaar Balmiki Chowk, B Block Durga Mandir Chowk, and Mela ground areas. The Dirty sewer water gushed back in many houses causing untold misery to the residents and the Sewer lines were choked and failed to drain out the water. The drinking water supplied by the public Health department in the morning as well in the evening was unfit for human consumption as it was turbid and foul smelling. But the department failed to provide some alternative for providing drinking water. An official of the Department on condition of anonymity revealed that as the whole of the town was submerged under they were unable to find the source of contamination of the drinking water. When this correspondent intimated the Deputy Commissioner regarding the agony and helplessness of the people he assured to get the problem of drinking water addressed on top priority basis, but till writing of the news nothing was done to minimize the people’s woes.
Mr. Saxena a Junior Engineer with the department said that the rise in water inGhagher River has blocked the discharge at the outlet of disposal system near Village Kelnia, temporary arrangements are being made to rectify the problem. A multi crore rupees long term plan that is on the anvil shall take care of the water logging permanently.

AFTER RAIN WATER CHAOS IN THE CITY, GHAGGAR RIVER POSES DANGER TO SIRSA FARMERS, FLOWING NEAR DANGER LEVEL.
THE RIVER Ghaggar flowing near the Sirsa town which had played havoc not only in the villages situated on its banks but had also caused devastation in the Sirsa town where even the local Air Force station was saved from fury of floods with great effort, is once giving sleepless nights to the farmers whose fields are situated near its banks on both sides. Since yesterday there has been about 4 ft rise in its level and today it is flowing 12” below the danger level and has started overflowing its banks. Its waters have started entering into fields around the creek of some farmers in villages Kheraka. Panihari, Neza Della Kalan and Burj Karam Garh, Mallewala etc where standing Cotton and paddy crops have submerged under 3-4 ft. of water. Farmers Ram Kumar and Krishan Kumar of village Kheraka told that cotton and paddy crops in their 15 acres have been completely damaged. They groused that on official from any department has so far visited their villages to know their fate, who have been left at the mercy of the deluge. They asserted that the villagers themselves are constructing their own mini dikes to save their crops with the help of their tractors at their own expenses and also keeping day and night vigil to monitor the floods. However when contacted X.En. Ghaggar division SK Rajwanshi told that at present there was no danger to standing crops or to the life of the people adding that after de-silting reconstruction of the Ottu Weir they can manage to store a huge quantity of Ghaggar waters to be used later for irrigation purposes. He also claimed that the Dept. has deployed about 45 persons including some JEs to keep a round the clock vigil to monitor the level of water in the river.

The election of Chairman MC SIRSA that was announced for July 9th was suddenly postponed till July 16th, the reason for the same has been given by administration as proceeding on leave by SDM SK Jain and EO Municipal Committee. Reacting to the development, Ch Abhay Singh Chautala, MLS Ellenabad said that this is a deliberate attempt to halt the democratic process mid way, as INLD has clear and absolute majority in SIRSA MC Elections; the Congress Govt is victimizing its officials to delay the process so that the Cong leaders could attempt to horse trade some MCs. Sirsa Bandh announced by opposition parties in support to Bharat Bandh Call by BJP, INLD, Akali Dal(B), CPI CPM and their associates, and other opposition parties, was complete and peaceful. All the commercial establishments remained closed form morning till late in the evening. The propagators of the Bandh kept on making rounds of the city in small troops, and also kept staging small and interesting demonstrations around the city, like the BJP used a Mule Cart, and Peter Rehra with its leaders atop these vehicles to demonstrate against price rise, and for demanding roll back of Petro Prices, INLD and different wings of left parties CPI CPM AISH AIYF etc also made strong protests against inflation and petro prices. Most the Bandh in Sirsa used to be successful only when INLD gave a Bandh call, but this time in INLD’s strong hold district Sirsa, the call to Bandh was also supported by various opposition parties listed above. Unlike rest of India where in several states ugly scenes marked the day, in Sirsa, the BANDH was peaceful. In Sirsa, people preferred to confine themselves to their homes and did not go to their business. The BANDH had a mixed feeling from citizens while most were seen to be agitated by the Centers failure to check inflation and petro prices looking North, but in mumbled voices people who were not directly connected to Bandh organizers did raise the question that will today’s Bandh see fall in prices from tomorrow? A reaction which was similar to people from other parts of the Country.

BJP Leaders Jagdish Chopra, INLD Leader Dr Ajay Singh Chautala, AIYF’s Roshan Suchan are featured in the video in this NEWS post. Watch it for their plea about Bandh.

The Bandh was stated to be complete in Ellenabad, Rania, Dabwali, and Kalanwali as well.
