Mr. Surender Nehra, Member Zila Parishad, attended National Conference of Panchayati Raj Institutions that was held recently on Burari Maidan, Delhi.

Upon his return Mr. Nehra informed that the conference was addressed by UPA chairperson Mrs. Sonia Gandhi, Prime Minister Dr. Manmohan Singh, and ministers of the Panchayat departments of several states. Mr. Nehra also addressed the conference, while addressing the conference Mr. Nehra said that a strong Panchayati Raj and its institutions meant a strong nation.

Mr. Ladhu Ram Punia, Mr. Vinod Kumar, Mr. Vijay Mehta, Mr. Avtar Singh, Mr. Gurmel Singh etc. all Sarpanches from different villages from Distt Sirsa, who also attended the conference said that the conference was enriching as it was interactive in nature.

Mr. Randeep Surjewala Power Minister Haryana while inaugurating a power sub station at village Bada Gudda said that Haryana Government is committed to make Haryana power sufficient and in an effort to contain ever growing demand for power, the Govt has made a contract to buy 2000MW of power for the next 25 years. Lashing on the previous CM Mr. OP Chuatala, Mr. Randeep Surjewala said that Mr. Chautala only sold false dreams to Haryana and did nothing concrete in the field of power generation, because of that Haryana is facing this acute shortage as of today.

Mr. Surjewala was on fast track tour of Sirsa with more than half a dozen of visits at various places in the district. Speaking to the press and media, Power Minister Randeep Singh Surjewala, said that the HVPN and the DHBVN planned to spend Rs 350 crore to strengthen power transmission and distribution system in district Sirsa. Under this ambitious plan of power development, the Nigams planned to set up 13 new substations while, eight substations of 33KV level have already been commissioned and capacity of 16 existing substations augmented in the district.

Mr. Surjewala said that DHBVN planned to add about 2,000 new electricity distribution transformers in the existing dense distribution net work in the district, out of which 1,160 distribution transformers would be set up during the current financial year. Under the plan, the DHBVN would erect additional distribution lines of 1,079 KMs and rehabilitate 62 feeders of 11 KV level.
To ensure regular power supply at improved voltage, the DHBVN would separate domestic and agriculture load in rural area in the district. Under this plan, 111 feeders of 11KV level will be constructed at a cost of Rs 40 crore.

Mrs. Asha Kiran Grover ADEO & Mrs. Anju Sharma, Principal GRG Girls National School, released ‘Sirsa Education Directory’ yesterday at a benign function. The directory is published by Mr. Ravi Posh of ‘Posh Publications’, Sirsa.

The directory aims to be a bridge between the Education providers and the education seekers. The directory is exhaustive and enlists all the educational institutes in Sirsa and its subdivisions, even village level schools and institutes, which often go unheard, find a mention in the directory. Apart from schools, colleges, vocational training centers, computer and other allied skills training centers, the directory also has successfully compiled stationers, cybercafés, and other such study related services and retailers.

Talking on the occasion after the release of the directory, Mrs. Asha Kiran Grover, Additional District Education Officer (ADEO) said that the directory shall help not only the students but also the parents who are many a times at wits end for selecting educational streams and courses and their providers, not only in the villages, but at city level as well.

Mrs. Anju Sharma Principal GRG Girls National School said that the directory shall provide yeomen service to the education in Sirsa, she always felt a need for such a directory as Sirsa now can boast of a good number of quality institutes in various streams of academics as well as technical fields, a directory, that can nut shell all these, in one compilation, was need of the hour, seems to be now fulfilled.

Mr. Ravi Posh who had previously also successfully published such specialty directories for Sirsa, in other fields, like medical services etc. said, that, being in stationary business for over a decade, he had always been quizzed by parents and the students, on the start of every academic session, about what to choose and where to get admissions, such queries motivated him to publish this directory.

Mr. Pardeep Sachdeva who had closely watched Mr. Ravi, during the preparation of the directory said that Mr. Ravi had traveled to the remotest villages, to get up-to-date information about each and every nook and corner of the District to gather data for the compilation of this directory.
President and Secretary of Private Schools Association also spoke on the release.
Mr. Ravi while thanking all the present, promised that in the next edition of the directory he shall also assimilate, Government Schools and try to include all the prominent teachers & trainers of the District as well. Mr. Ravi also thanked his DTP team leader Mr. Chabra.

Maruti Bhandara Trust celebrated its Silver Jubillee by conducting several social welfare programs on 13th April. Mr. Suresh Mehta, advocate & member Zila Parishad was the chief guest on the occasion, while Sh. Naubat Rai Mehta and Mr. Shankar Lal presided over the function. Mr. Suresh Mehta inaugurated the new complex of Maruti Ayushadhyalya (Ayurvedic medical dispensary).Sewing machines were distributed to the needy; the trust also runs a free tailoring and sewing training center at its premises. Students with academic excellence were also honored at the center. Officiating members of the trust and devotees participated in a blood donation camp organized at the Sh. Maruti Mandir complex. Free meals (Langar) were served day long to mark the celebrations.

Chief Minister Haryana, Mr Bhupinder Singh Hooda, inaugurated new building of Dheera Mal Arora College of Education and new wing of Chandan Mal Karnani National PG Girls’ College at SES Parisar, B-Block SIRSA. Mr Lachman Das Arora Minister for industries Haryana was the guest of honour at the function.

Speaking on the occasion the CM announced that a Defense University was on the anvil in Haryana, it shall be brought up in Gurgaon district. He informed that this year has been named as education year and a sum of more than Rs3139 crores shall be spent on development and improvement of education facilities in the state of Haryana.

The students of GRG School presented a cultural program. Mr. Jainarayan Tayal president Sirsa Education Society (SES), welcomed the CM, Ms. Kumud Bansal, general secretary, SES detailed the journey of SES right from it inception in 1957 till 2008. Dr. Deepti Dharmani, anchored the stage competently as always. Dr R.S. Sangwan & Dr. Narula also spoke on the occasion.

The CM presented mementos to Ms. Anju Sharma, Ms. Anupam Ahuluwalia, Ms. Shakuntala Gupta & Ms. Vijaya Tomar, who are principals of GRG School, Lala Hansraj Phutela Law College, National College of Education and CMK Girls College respectively, for their commendable work.

The Annual Convocation, Prize Distribution Function and Cultural Evening of Government Polytechnic Sirsa (GP Sirsa), was held last night at the institute campus. Dr. KV Singh OSD to the CM Haryana was the chief guest at the function.

In a power packed performance by the students of GP Sirsa that enthralled the audience all through the program so much so that even the chief guest despite his very tight schedule ahead enjoyed all the events, even a dust storm could not dampen the spirit of the performers.

Addressing the students Dr. KV Singh said that the coming new world is of technocrats so the students should opt for technical diplomas and degrees and as an add-on, they can go in for management courses such as MBA, post technical diplomas and degrees. Dr. Singh said that Haryana Government is duty-bound to provide quality education in the state; he assured that there shall be no shortfall of monetary sanctions & budget for the cause of education

Principal of the institute Mr. S.K. Gilhotra said that the college was well equipped with state of the art laboratories and well trained staff to groom the students of the institute for emergent challenges in forth coming technologies.

Before that he requested and insisted on the Chief Guest to stay through the whole program, the request was conceded to by the OSD.
Mr. Bhupesh Mehta, Mr. Hoshiari Lal Sharma, Master Sampooran Singh, Mr. Sardul Randhawa and many other prominent congress leaders, Principles from other Polytechnics, Academicians etc. were present at the function apart from the students of the institution.

District Administration is making all efforts to make Sirsa ready for the visit of CM Mr. Bhupinder Singh Hooda on April 12th; his visit is expected to be full of bonanzas for Sirsa.
As per official information, Chief Minister Bhupinder Singh is expected to attend almost a dozen programs on April 12th Visit.

Much awaited, Railway Over Bridge (ROB) delayed, Bhumi Pujan of ROB not on this Visit. Sirsa has to wait for sometime more for this.



Some of the major programs are as below:

Laying of Foundation Stones of 132KV and 33KV Power Sub Stations at Villages, Khairekan and Panihari respectively.

Inauguration of Trauma Center At Civil Hospital Sirsa.

Inauguration of New Complex at CMK Girls College (Sirsa Education Society Campus)

District English Promotion Forum and Government Polytechnic for Women held a seminar for the promotion of English language yesterday at the Government Polytechnic for Women (GPW), seminar hall.

Mr. Sant Lal Pachar, City Magistrate, Sirsa, the chief guest at the seminar said, that I think none of us here, is here to promote English at the cost of Hindi. He said we are today not here to debate which language is superior to the other languages, but are here to share our ideas and views and learn, how English can be useful in our lives, in our day to day working, to acquire knowledge, and how we can improve upon it. He said that in the IT Era, it was not just important but has become obligatory to have good knowledge of English if one wants to improve upon his or her career and life. He said that you cannot classify anyone’s patriotism on the basis of the language he speaks.

Mr. R.S. Saharan (DSP Retd.), President District English Promotion Forum, took the academic session of the seminar enlisting a lot many words, common mistakes in usage, spelling & pronouncing of these words, their synonyms and antonyms etc.

Mr. Saharan might not be having up to mark oratory skills, but his zeal for self improvement of English and more so to spread it amongst others is invincible.

Dr. O.P. Bansal, senior journalist, Hindustan Times and the PTI, in his brief address to the audience said that English has flourished and stood the test of the times, while many of the languages have withered. He said that English is known as Lingua Franca because it is not a static language. He said that unlike many puritan languages, English is open to assimilate words from all world languages and dialects, this is the major reason that its status has gradually risen to language of the world and more and more people are keen to be proficient at it. Dr. Bansal said that if we ignore this beautiful language today, it shall be on our own peril. In today’s globalization, no nation can progress without embracing English wholeheartedly.

Dr. Bansal said when I came to know half a decade ago that the idea of English Promotion Forum came from a cop he was surprised at first but after meeting ever enthusiastic DSP, Mr. Saharan, I felt that he is indeed the right choice to empower English in this District.

Dr. R.S. Sangwan said that this rich district of Haryana is poor in English; even amongst news media we have lone Dr. O.P. Bansal dedicated to English journalism. He said rest of the cities of Haryana, Hisar, Rohtak, Karnal etc. all have seminars on different subjects that are held in English, and it is only Sirsa where no such seminars are held.

Mr. Vipul Pant anchored the stage in flawless English and informed that the college had been conducting self improvement programs in the past also.


Mr. Jagdish Chander Chopra, advocate after a brief bilingual address continued his address in chaste Hindi and said that apart from learning this foreign language (English) it was important for all Indians, to imbibe nationalistic qualities in oneself. He said that the coming world shall be of India and Indians. He mentioned that NASA has more Indians working for the organization than the Americans. He emphasized that we should not ignore our national language, Hindi at the cost of English.

Capt. C.R. Kaswan, IPS (IG Retd.) said that one cannot categorize anyone’s nationalism on the basis of language he or she speaks; if an Indian is English enabled he shall be definitely instrumental in spreading Hindi as well, as where ever he shall go, he shall be carrying Hindi and shall be spreading Hindi automatically. He said so far the English goes even our constitution is framed in English; I ask those who oppose English, why it (the constitution) should not be changed first? It should be in Hindi, but perhaps it cannot be.

Mr. Bhupesh Mehta thanked the college administration for holding this seminar.

Mr. Yash Pal Berwal, Principal, GPW, thanked all the forum members and said that learning is a continuing process and felt that such seminars do not just benefit the students but also help the faculty members in brushing up their skills. He assured that more such programs shall be held at this institute.

Mr. V. K. Girdher Training and placement officer (TPO) at the GPW while talking to Sirsa NEWS said that as TPO, while interacting with the industry and business houses for the placements of the students of this institution, he has observed that every employer prefers English enabled diploma professionals over mere diploma holders.

Kintu Prantu celebrated all fools day at Shagun Palace last night in a unique way in association with Kala Sangam. In situational pranks befitting to the occasion, the president of Kala Sangam, Ashok Jindal reached the venue riding on a donkey to the tune of drum beats, Chief Guest Mr. Lachman Das Arora, minister for industries Haryana, extinguished burning candles instead of lighting deepaks, Deputy Commissioner, Sirsa, Mr. V. Umashankar had to put in lot of efforts to cut a black rope instead of fancy ribbon, to declare the commencement of the program.
Rest of the program was also full of ludicrous acts done for fun and amusement. Mr. Kasturi Chabra anchored the stage. Mr Jagdish Chopra, Dr. R.S. Sangwan, Dr. OP Chaudhary, Mr. Babu Lal Phutela, Dr. Subhash Narula, Mrs. Renu Sharma, Mrs. Seema Vats, Padam Jain, Dr. P.R. Mr. Yudhbir Singh Khyalia ADC-CUM-CEO, DRDA, Sirsa, addressed a personality development seminar at Tagore Bhawan seminar hall, Ch. Devi Lal University Sirsa (CDLU) Sirsa.

Giving tips on taking exams to the students, the 1980 batch HCS officer, who also had a stint of being a lecturer in English at Hoshiarpur in Punjab said that, the Handwriting should be given top priority by students as it is the first visual interface with the examiner, whatever has been written comes later. He said it’s not difficult to improve ones handwriting, what is required is will to improve and little bit of regular carefulness towards it.

Next he laid importance on punctuality. He added that library, and if possible a good library should be visited by every student for furtherance of knowledge in the field of one’s studies. Good command over at least two languages, English and Hindi is very important, for this he suggested that a dictionary should always be there on the study table, learning one new word everyday randomly from the dictionary pages helps improve vocabulary remarkably. Mr. Khyalia said that preparation of the syllabus followed by taking a mock test out of a self made question paper is a great confidence building exercise. He gave innumerous such tips before touching other topics in personality development. He said in today’s competitive world, it is prudent to choose a mentor for the chosen career. Gain a lot of confidence, and make you personality pleasing and dynamic. Answering a question in the question answer session, the ADC said that one should not be worried about the bad elements around, quipping lightly he said that instead one should be thankful to such baddies as the handful of good people are recognized by the virtue of such bad people, to be good is intrinsic human value, it shall never fade out and has always stood the test of time.

The conference, second in the lecture series organized by department of Public Administration was attended by students as well lecturers of CDLU. Dr JS Jakhar, Mr. V.S. Chauhan, Dr. Balbir Siwatch, Dr. Rajkumar Siwatch, Satyavan Dalal, Dr. Ranjeet Kaur, Dr Geeta Rathi, Dr Manju Yadav, Dr Ashok Makker, etc were present.
