RANIA (SIRSA) Haryana Chief Minister, Mr Manohar Lal Khattar today said that with a view to address the problem of stubble burning, the State Government has invited various companies to set up their industries in the field of power generation and paper production in the affected areas in the State. He announced that a paper mill based on stubble would be set up in Rania in Public Private Partnership Mode (PPP).
Mr Manohar Lal who was addressing a Vikas Rally in Rania today also announced various development works of Rs 150 crore for area.
The Chief Minister said that power companies who would opt to set up their units would be provided every assistance by the State Government such as land, exemption in tax and license fees etc. Apart from this, the government would also bear the loss of these companies in case the electricity generated by them is not fully consumed. The setting up these industries would not only help in generating electricity but also get rid off the affected areas from the problem of stubble burning and provide employment to youth, he added.
He said that he had a long association with the people of this area as he has been visiting Rania for the last 26 years. He said that 26 months earlier, when he took over the reign of the administration of the State, he had decided to visit all 90 assembly constituencies in the year 2015 and 2016 to meet the demand of the people by announcing various development projects and it is matter of pleasure that on December 25, 2016 he is going to complete his tour of all assembly constituencies in the State. He said that before him, none of the nine Chief Ministers visited all assembly segments in their first two years. We came into power with a sole aim to serve the entire 2.50 crore population of the State and also announced various development projects in those assembly constituencies also which are not being represented by BJP MLAs he added. He said that political will of the government and budget is required to serve the people adding that there is no dearth of funds with the State government for development works. He assured that the announcements made by him upto December 25, 2016 would be completed in the next year.
While lashing out the opposition without naming anyone, the Chief Minister said that we have given jobs to youth on merit basis and not through the back-door entry. Moreover, we never accepted slip (Parchi) or nor let this system flourishing in the State unlike the previous governments where a Chief Minister was behind the bars for giving jobs on basis of slips. ‘We will not commit any wrong act’, he added. He said that usually a government employee serves the state government for 30 to 35 years and we would select only those eligible youth for jobs who would serve the people and not become a burden on them.
He also blamed the previous government for not filling the vacant posts and said that we have started recruitment process for 50,000 posts in various departments. He said that only government jobs alone could not address the problem of unemployment as only 12,000 to 15,000 vacancies were advertised in a year. To ensure that every youth gets employment, the State Government is working on promoting skill development of youth. Various Skill Development Centres were being run in the State. Apart from this, Vishwakarma University for Skill Development has also been set up in Pawal in which various short-term courses would be introduced to make youth employable. He said that the State Government has also started a scheme for post graduate unemployed youth under which they were being given monthly honorarium of Rs 9000. The scope of this scheme will soon be expanded by covering graduate unemployed youth so as to make them self-reliant.
While taking a dig at the previous government for weakened the education system in the State, the Chief Minister described the ten year rule of the previous government as a black chapter in the field of education. He said that we have reintroduced the monthly exam system in schools and also taken various other initiatives to bring about improvement in education system.The Chief Minister said that the government is laying special emphasis on strengthening of infrastructure in the State. New roads were being constructed wherever required and damaged roads were being repaired. He said that a new policy of express way (Mahamarg) has been prepared. A new express way is being constructed from Delhi to Amritsar via Rohtak–Jind and other districts through which the travel between Delhi and Amritsar would be covered in just five hours. He said that as promised, the National Highway-10 from Hisar to Dabwali has been completed in one year time and as a result of this the travel time has reduced to just one hour. He said that a network of NH is being laid in the State which would not only ensure overall development of the State but also provide employment opportunities to the youth as more industries would come up. He also described Haryana as favourite destination for entrepreneurs to set up their units and added that various leading companies have offered to invest to the tune of Rs seven lakh crore in the State which would also provide employment opportunities to five lakh youth. He said that the Haryana which was earlier at 14th position in terms of ease of doing business now reached at number one position.
While hailing the step of Prime Minister Mr Narendra Modi regarding demonetizing of high currency notes, the Chief Minister said that recently Venezuela followed India into National Demonetization but could not sustained with the decision. It was only Mr Modi who could take the bold decision in the interest of about 125 crore people of country. He also congratulated village Nilawali of the district Sirsa on becoming cashless.
On this occasion he also highlighted the progress of Beti Bachao Beti Padhao Programme and Swachta Abhiyan.
The Chief Minister announced a sum of Rs 15 crore for the improvement of sewerage system, Rs 10 crore for development works in villages and Rs five crore for Rania town. He announced that 20 such villages of the constituency where the lines losses are less than 20 per cent would be given 24 hour electricity from January 1, 2017 and said that solar power plant would be set up in village Bhadoliyawali. He announced that road from Ramnagriya to Jiwan Nagar would be widened from seven meter to 10 meters at a cost of Rs 24 crore. He also announced Rs 65 lakh for the reconstruction of all bridges situated on NGC. He announced to construct a new bridge ghaggar river on Kariwala to Ellenabad road at a cost of Rs 15 crore. He said that the work of transfer of land for the setting up of a Government College in Rania is progress and foundation stone of this college would be laid next month.
Mr Manohar Lal announced that canal based water works would be constructed in village Mangaliya at a cost of Rs two crore, in village Haripura with Rs 6.5 crore and in village Jhoradnali with 4.5 crore. Similarly, Submersible tube wells would be installed in water works at Jivannagar and Titukhera. He said that bank services would be started in Kariwala and other villages by Bank of Baroda and other Banks. He also announced to expand Naiwala Kharif Channel, completion of Ratakhera channel, construction of seven water courses in different villages, construction of road from Panniwala Moto to Ramnagar and Sahuwala-1 to Khuiyan Nepalpur and widening of road from Bani to Bechar. Apart from this, he also announced to set up veterinary hospital and health centres in various villages of the constituency. He also announced to set up seven new vyayamshalas. He said that rejuvenation of various tributaries would be done with an investment of Rs 4.5 crore.

Talents of Wisdom
Wisdom is the ability to think and act on using knowledge, observations, mental assumptions and experience. It also depicts the quality of an individual to perform with righteous judgment, intelligence and additional faculty. According to Oxford dictionary, Wisdom is the capacity of just going rightly in matters relating to life and conduct, soundness of judgment in the choice of means and in practical affairs opposite to folly. The psychologists suggest that wisdom involves a combination of knowledge, deep understanding and even tolerance for the uncertainties (ups and downs) of life. It brings good awareness and sense of balance. The concept of sapience is derived from a word of Latin language ‘Sapienta’ which means Wisdom. A few more synonyms related to wisdom are, sagacity, intelligence, perception, acuity, discernment, prudence, circumspection, perspicuity, insight etc. Knowing yourself is the beginning of wisdom.
Knowledge and Wisdom:
1. Knowledge is mainly perceived through study, observation and investigation. The ability acquire knowledge effectively helps to enhance the status of wisdom because it is utilized in practical and productive manner. Both are inter-linked, as the qualities of wisdom become exponential due to practical applications of knowledge. Although, knowledge is mostly generated from external sources of books, teaching, computers, video, pictures etc., but wisdom can be mainly determined through internal sources of introspective thoughts, analysis, resolutions and repeated judgments.
2. Wisdom perceives clearly with righteous thinking to apply the correct and lasting schemes of knowledge for progress and prosperity of life.
3. If certain aspects of knowledge can help in earning, spending and saving money, wisdom can manage its impacts on the quality and future of life.
4. Knowledge provides means to seek pleasure and happiness. Wisdom explains that true delight is not obtained from things or situations but it comes from within.
5. Knowledge is information and confident understanding of a subject with the ability to use it for a specific purpose. Wisdom is quality to make righteous judgment and decision gained through repeated experiences in life.
6. Wisdom governs choice and chase of knowledge, communication and affinity. It is also related to introspection, ‘who we are and what we do’?
7. Wisdom defines and refines our character in addition to learning, reflection and logical thoughts.
Attempts to Acquire Wisdom:
The wisdom comes from personal experience that makes the mind vibrant. The information gained from books or simple learning counts little, unless it is supplemented with long and variable observation, serious thinking and proper evidences. Wisdom is essential for people of every section belonging various disciplines, men and women, businessmen, officials, lawyers, teachers, players, coaches, medical experts and many more.
v Traditionally, the teachers take the responsibility to build the character and wisdom.
v The parents and eminent persons of community tend to share their experiences and skills.
v Learn through quality literature which is in addition to specified books prescribed for syllabi.
v Visit places of historical importance.
v Attend seminars and debates on substantial topics organized by prominent institutions.
v Try to establish links with talented and experienced officials.
v There is misconception that wisdom can be acquired lot of experience in aged persons. Actually wisdom emerges from thoughtful reflection on learning, gained from deep and varied personal observations. For instance, intelligent persons secure success in competitive examinations of high status (IAS, IPS, IRS, IFS in India) at the age of about 28-years. Likewise, the master degree of medicine, law, engineering, administration etc. can be achieved at this age. Therefore, the exact connection between age and wisdom should not be doubtful. Do not wait until you are old beyond 55-years.
v Advance your own objectives but also search ways and means to benefit others. There is no doubt that wise person’s offer good advice to others and make better choices themselves.
v Analyze the existing regulations instead of accepting as these have always been. Try to explore better path through practical experience.
v Concentrate more on positive aims and objectives along with pleasure.
v We can gain knowledge from our teachers to do the best in our life but wisdom is not a product of schooling but of a lifelong attempt to acquire it.
v We are made wise not only through recollection of our past, but the responsibility for our future.
v According to the philosophical concept of Confucius, we may learn wisdom, first by reflection which is noblest; second by imitation which is easiest; third by experience which is bitterest.
The views of Insight:
The insight denotes the ability to clearly perceive deep qualities of mind (thoughts and actions).it is the deeper perception of life, knowledge and wisdom. According to Hindu religion, wisdom reflects the state of mind and soul where a person achieves liberation. Many worship ‘Ganesh Ji’ as god and ‘Sarswati’ as goddess of knowledge. They believe that ‘truth’ is the basis of all creations. In other words, a person with self awareness is wise, who witnesses the total creation in all its facts and forms. The people realize through righteous behavior and peaceful living with delight, their true relations and benevolence with the sole creator ‘Divine Lord’. Do not always believe in conversion rather concentrate on inversion.

· Wisdom is the disposition to decide about the righteous actions for any task.
· It improves the qualities of knowledge through good judgment and experience.
· It confirms the basis of sensible and wise thinking developed within a specified society or period.

· Wisdom reflects the state of purity and peace of mind.
· Virtues appear from good deeds and wisdom from a pure and peaceful mind. One requires the light of wisdom and guidance of virtue to lead a safe and happy living.
The Real Talent :
Knowledge is familiarity, awareness or understanding of someone or something such as facts, information, description or skills which are acquired through education, experience, perceiving, learning or discovery. It can be theoretical or practical understanding of any subject. Whereas, according to Adiana Koulias, wisdom can be acquired with the eyes of faith, we come to recognize the drop of divinity residing in our own souls through hidden master. Conceit is self given, be careful; fame is man given, be grateful; talent is God given, be humble.
There is neither eternal misery nor happiness in the world. He who has left the deepest grief is best able experience supreme happiness. Until the day the God will design to bless the fortune to man, the human wisdom is contained in hard work, wait and hope. The Divine power does not seem to look over diplomas, degrees or medals but for the virtuous qualities of humanity and submission to meditation. Let us pray, to grant us the serenity to accept the things we cannot change, courage to change the things we can and wisdom to realize the difference.

The Blast that was not a blast.
Today late in the evening, a loud blast like sound suddenly made people of Sirsa and surrounding panicked out of no reason. Suddenly there was a big spurt of messages on social media about the BLAST that for a couple of hours replaced the plethora of Anti and Pro Demonetization messages.
Then it was observed by many that it could be Sonic Boom of a jet flight from local Air Force station. Few journalists call up Air Force reception and were told that perhaps no flight has taken place. SP Sirsa was also unable to comment on it initially.
However the fact is that it was not a Blast but Sound of SONIC BOOM.
Here is how it happens, and why it may not be from any flight taken locally. Actually the Aircraft need not to be the one that takes flight from Sirsa Air Force Station; in fact the takeoff from Sirsa Station may not be able to attain Supersonic speed so quickly. A jet plane (that has supersonic speed ability) that is passing over, when attains supersonic level creates a Sonic Boom, it is instead of just one is rather a series of continuous Blast like BOOMS which can be heard over a very long distance. As they are in series close to each other, mostly at one place only one big boom (or two) can be perceived by ear. This is perhaps what happened last night.

Accept Positive Criticism
Criticism is the expression of disapproval of someone or something on the basis of perceived faults, defects or mistakes. It may be an attitude having an objection, expressing dissent, stating a dislike, wanting to dissociate from something or rejecting something. The motivation and effects can be rational or irrational or arbitrary. These can be healthy or unhealthy.
Criticism can also be denoted as censure, condemnation, denunciation, disparagement, opprobrium, fault finding, captiousness, belligerence, pugnacity etc. The word ‘criticism’ has been derived from; French-critique, English-critic, Latin-criticus and Greek- kritos; which means’ judge, critic or decider’.
Types of Criticism:
The varieties of critical reviews change with persons, time, situations and thoughts. Generally, criticism is indirect form of self boasting, because when a person criticizes or traces faults in another person, it merely conveys one’s own needs to be critical. The knowledge about different types has been gained from free encyclopedia (Wikipedia). People can either apply criticism in a positive way to improve or in a negative way that can decrease our mental value to cause stress, breach of peace or hostility.
Constructive Criticism: It not only intends to point out your mistakes but also show you where and how improvements can be made. It is easier to accept, even if it still hurts to some extent, but you can use this criticism to your advantage. A man who refuses to admit his mistakes can never be successful.
Destructive Criticism: It is bad and hurtful censure which leads to anger, stress and aggression. It has negative effects on your self esteem and confidence. Criticism of both these types is challenging your ideas, character and ability. If you know a person who is critical of everything, try to take their comments seriously, as this is a part of their trait. They make damaging remarks to hurt. Criticism is indecent behavior adopted by certain professionals to blackmail the nice persons.
The Factual criticism ensures the consistency, authenticity and predictability of behavior of any kind. The objection is raised about idea, argument, action or situation. Aesthetic criticism is concerned with evaluation of beauty and ugliness, tastefulness and tastelessness, style and fashion. During Logical criticism the objection is made about an area, arrangement, action or situation on the ground that it does not make rational sense. Such an objection may involve without being reasonable and being negative. The Positive criticism draws attention to good aspect of something which is being overlooked or disregarded. It may also be a type of self justification or defense. Negative criticism explains an objection to something with the purpose of showing that it is wrong, false, mistaken, objectionable or dis-respectable. It tends to interpret an attack against a person. Practical criticism is made on the basis of practical experience of critic and thus very effective. Theoretical criticism is concerned with the meaning of ideas of fullness of theory or correspondence to reality of its purpose and the limitations of the view point of others.
Moral criticism is concerned with right and wrong values, ethics or norms which people uphold, what is good or bad people do, or the right and wrong conditions which people face. It ranges from the justification or moral rules. This debate can be performed formally by lawyers, judges, religious entities and politicians or informally by common citizens. Self criticism or auto-critique, refers to the ability to realize the pros and cons of one’s own belief, thoughts, behaviors or results for others opinions. It might occur in private or group discussion. It can be final self attack up to suicide. Thus it is too hard for oneself. Everyone should believe in interpretation rather than finding faults in self or others.
Religious and Spiritual Criticism:
It may require a great deal of respectful sensitivity to approach spiritual issue in a good way. The people are concerned to do what religions say is right to do. It is generally very difficult because the people’s spiritual beliefs are very personal and attached to divine matters. It deals with judging actions and ideas whether God or the spiritual guides will regard them good or bad for human beings. According to religious concepts, criticism of every kind is inhuman. Everyone should aim at proper evaluation.
How to Resolve problems of criticism?:
According to Benjamin Franklin, ’any fool can criticize, condemn and complain and most fools do’. You will be damned if you do or if you do not. To err is human. It is human nature to make mistake many a times. Try to understand and analyze the cause of challenge and perform what you feel in your heart to be right for you may be criticized any way. Therefore, no matter what kind of criticism is amid us. Generally speaking, there may be some truth in criticism even when it is given out of spite or bitterness. We should analyze and find something we can learn from it.
- 1. Examine your weakness, whether it is time management, intelligence, skilled thinking, providing information or any other solution. Do not worry about defensive concepts and carefully listen to constructive criticism.
- 2. Strong character, self control and forgiving can provide relief of better understanding.
- 3. A healthy personality is not rigid and continues grow along with the development of mind. It changes and adjusts with changing with circumstances. There is no fright and compromise on the principles.
- 4. Do not respond in anger, during different situations, as this will create adverse feelings in critic and yourself.
- 5. Try to keep calmness and treat other persons with regards and understanding.
- 6. Show that you have a strong personality but do not use it a reason to offer counter criticism. Your challenge may start un-wanted arguments. Loss of self control is potentially damaging.
- 7. Adjust yourself to the changing conditions intelligently, as and when required to do so, without being satisfied about your achievement. You have to systematize and regulate your thoughts with time.
- 8. Learn positively in one way that we can improve our inter-personal relationship with others. Use criticism wisely and as a learning experience.
- 9. Be assertive and emphatic
- 10.Always prepare to negotiate using appropriate verbal language and non-verbal technique.
- 11. Criticism, if any, should be through soft and healthy deliberation. It should not be offensive with a view to mend the issue one is trying to improve.

Avoid Evils of Criticism:
According to religious concepts, criticism of every kind is inhuman. Everyone should aim at proper evaluation. It is with an open mind and positive outlook to sharpen the intellect and broaden the vision. It makes the things and thoughts more beautiful. Anyway, be courageous, ’I am, what I am’ and criticism does not shake me, however pungent it may be. I shall improve myself if something positive is said. I shall not be afraid of any verbal attack coming from any quarter. More so, I shall be free from any ill will. Those who indulge in acts of criticism with foul motives invite disaster for themselves in the long run. Those who do well to others enjoy the benevolence of Almighty God.
We should concentrate on virtuous concepts. Everyone can entreat, “I shall control my tongue when silence is required; my speech shall be soft and sweet; I shall be clean and righteous in thoughts and deeds; my spirit shall progress with love, compassion, tolerance, forgiveness, cooperation, sacrifice, selfless service and sincere faith in Divine Lord; I shall brighten the lamp of peace instead of cursing the darkness around and never blame or criticize others.”
