Ms. Anupam Ahluwalia Principal, Lala Hansraj College of Law SIRSA recently attended an international conference on Law on the Golden Jubilee Celebrations of Indian Law Institute (a deemed university). Ms. Anupam informed Sirsa News that the two day international conference was held at Vigyan Bhawan New Delhi on 24th & 25th November.

The major theme of the conference was ‘Criminal Justice under Stress: Transnational Perspectives.’ She told that the conference was inaugurated by His Excellency President of India, Mr. A.P.J. Abdul Kalam & presided over by Hon’ble Mr. Justice Y.K. Sabharwal Chief Justice of India.

Several legal notabilities were speakers at the conference, CJ (Chief Justice) of England & Wales, CJ of Singapore, CJ of CANADA, CJ of Pakistan, CJ of Bangladesh, Prof. Helen Fenwik of University of Durban, England, Supreme Court Advocates: Mr. Fali S. Nariman, Mr. Ram Jethmalani, Mr. R.K. Anand, Prof. Virender Kumar of Punjab University etc. to list a few.

CJ of Singapore told the audience that due to pro-active system of crime prevention in Singapore there had been less than one and half dozen of criminal cases in Singapore in the last 10 months period of year 2006.

Many of the speakers in the Indian context emphasized that quality of policing needs an overhaul in India for prevention of crimes, especially the persons who takes the FIR has to be of certain caliber otherwise quiet a few criminals are acquitted due to inadequacies in the FIR.

Noted speakers also stressed that certain levels of managerial skills are required to be cultivated within judiciary for better management and speedy disposal of already overburdened judiciary which has a very large volume of pending of cases at all levels of courts.

Electronic News Media Association (ENMAS) & Haryana Union of Journalists (HUJ) celebrated National Press Day at Hotel Jai Vilas today. Mr. Pankaj Yadav IAS (Officiating Deputy Commissioner, Sirsa) presided over a luncheon mini conference.

Speaking on the occasion Mr. Yadav said that Press and Media has given new directions to nation as well as the world. He said that apart from the 3 pillars of democracy, the legislature, the Executive and the Judiciary, The Press & Media is being rightly pronounced as the uncrowned fourth pillar of the democracy. Its role in helping to maintain democracy cannot be denied. Where ever there is freedom to press the quality of democracy keep on improving. However Mr. Yadav expressed that if all these pillars start working in tandem in reality then India could perhaps leap forward at a greater pace. He even quoted the opening words of the Preamble to constitution of India, “We the people of India…….” These are the golden lines that still hold the key to a better India. [He was obviously latently referring to society mostly giving credit to either Judiciary or the Press only] Mr Yadav greeted the press and media persons on the National Press Day Occasion and very warmly said that such quick take conferences should become a regular feature. He assured that District Administration shall as always co-operate for such events. He praised the Sirsa media for its positive journalism compared to many places elsewhere.
DPRO Mr. Satish Mehra
DPRO Mr. Satish Mehra speaking on the occasion informed that very soon Haryana Government is going to announce a state media policy that shall help the journalists form all kinds of media.
Mr. Bhupender Dharmani said the government of India has been apprised of the changing scenario of Indian News media and recommendation have been sent from Press Organizations to take Electronic Media into its folds and aptly rename the Press Council of India to Media Council of India, so that the problems faced by the TV Media are addressed to properly.
Mr. Ved Goyal president ENMAS, Mr. Inder Mohan Sharma patron and S. Baljeet Singh president HUJ thanked the chief guest and all attendees.
When Senior Journalist Dr. OP Bansal of Hindustan Times and PTI rose to spoke, contrary to assumptions of a serious oration he took it in lighter vein and announced that as we are celebrating Press Day symbolic to freedom of the Press, on of our Journalist Mr. Baljeet Singh happily embraced shackles of Ghulami by getting married on this day!

Mr. Arun Mehta, Mr. Soraj Bhardwaj, Mr. Uttam Singh Grover, Mr. Amit Tiwari, Mr. Dinesh Kaushik, Mr. Pawan Kumar, Mr. S. Goyal, Mr. Pawandeep Singh Jolly, Mr. Gurjeet Singh Mann, Mr. Amar Singh Jayani, Mr. Sukhwinder Tagger, Mr. Satnam. Mr. Pankaj, Mr. Dheeraj Bajaj, Mr Jagdish Sharma. Mr. Krishan Kumar etc. were present.

Mr. Yadav also took suggestions about deciding the venue of Proposed PIB (Press Information Bureau) Photo Exhibition at Sirsa.


About National Press Day (Sirsa News Supplement)

National Press Day – The 16th of November – is symbolic of a free and responsible press in India. This was the day on which the Press Council of India started functioning as a moral watchdog to ensure that not only did the press maintain the high standards expected from this powerful medium but also that it was not fettered by the influence or threats of any extraneous factors. Though there are several Press or Media Councils world over, the Press Council of India is a unique entity in as-much-as this is the only body to exercise an authority even over the instruments of the state in its duty to safeguard the independence of the press.
Recommending the establishment of Press Council in 1956 the Ist Press Commission had concluded that the best way of maintaining professional ethics in journalism would be to bring into existence a body with statutory authority, of people principally connected with industry whose duty it would be to arbitrate. To this end the Press Council of India was established and the body that was evolved since November 16, 1966 has not belied the objective.
November 16 therefore personifies a responsible and free press in the country. All those who cherish it, so commemorate the day. The National Press Day on November 16 every year is commemorated in befitting manner by the Council. Since the year 1997 following Seminars have been organized by the Press Council on occasion of National Press Day (November 16).

A week long Bal Mela that commenced on 7th November was concluded today on the Birth Anniversary of Pt. Jawahar Lal Nehru, which is observed as Children’s Day.

Mr Vikas Yadav (IAS) officiating Deputy Commissioner was the chief guest at the ceremony.

A legal Awareness Camp was organized at District Jail Sirsa today as a part of Legal Awareness Week programs that started on 9th November (National Legal Awareness Day).

Mr. M.P. Mendiratta District & Session Judge also set up a Legal Aid Cell on the Jail premises.

Mr. MP Mendiratta said while addressing the Jail Inmates and the advocates that making the inmates aware of their legal rights can help change their lives. They should get the benefits of Free Legal Aid Cell.

Deputy Superintendent Jail Mr. Harvinder Singh, President BAR Association Mr. Daljit Singh Sra, Secretary Mr. Jaideep Garg, Ms. Chander Rekha Advocate, Ms. Hemlata Kapoor Advocate etc were present.

Mr. MP Mendiratta, District & Session Judge, also inspected the Jail soon after the camp.
SDO Held under SC Atrocities Act gets bail

Mr. S.K. Singh an SDO of DHBVNL posted at Ellenabad, who was held under Scheduled Casts (Prevention of Atrocities Act), got a bail from the court.

Acting on court orders, Ellenabad Police had arrested Mr. SK Singh SDO, on alleged charges of abusing a farm laborer and passing derogatory remarks against the caste of the laborer at the premises of farmer’s tube well. The SDO was their on a theft checking campaign.

The SDO on the other hand said that he had never abused the complainant and the charges against him were false and were made to evade theft inspection.

Rs. 4,700,000 for Drinking Water

SE PWD Public Health Mr. R.P. Gupta, informed that the PWD department has received RS 4.7 Crore for improving and augmenting drinking water supply in Sirsa. Mr. Gupta said that work has already started in about 15 villages, 13 water works are being repaired.

Amarjeet Kaur a Sub Inspector of Haryana Police, posted at Sirsa alleged sexual overtures and asking of sexual favours by SP Sirsa, Mr. Sultan Singh IPS. Amarjeet Kaur SI in an interview to a news channel in Chandigarh had said on 2nd Nov. 5, 06 that Sirsa SP had been asking her to visit him at night at various places to appease him sexually. She did not bow to his indecent proposals and has finally made complaints to the IG Police Mr. YP Singhal IPS Hisar Range and to the DG Haryana Police and is now giving this statement to this news channel.Mr. Sultan Singh
SP Sirsa: “It’s a concocted story”
The Superintendent of Police Mr. Sultan Singh denied the charges and said the sub inspector is a corrupt officer and has been recently involved in corruption and extortion charges. The Sp said that to evade suspension and departmental action on charges of extortion and bribery etc. she has falsely slapped these charges on him. The SP while talking to media persons in his office at Sirsa said that the SI has been suspended upon the report of DSP Ellenabad where a charges leveled against her by one Amarjeet Singh R/o Kumbhthala had accused her of asking Amarjeet Singh to pay her Rs20,000/- otherwise she shall implicate him in a Narcotics Case. The SP further said that Amarjeet Kaur is a much married lady and is a bad character (Read: said to be a woman of easy virtue.) He said that the SI had been transferred to Sirsa from Fatehabad on charges of corruption.
The SP further said that it’s easy for anybody to accuse anyone, but wait and let the truth come out in this case.
IG Yashpal Singhal said to a news agency in Hisar that he has received a complaint from SI Amarjeet Kaur, and has asked SP Sirsa for comments on this.
INLD:
Meanwhile INLD supporters at Sirsa who were supposed to take a procession against rising prices changed tunes and made the transfer of the SP Sirsa as the primary issue and put back the previous issue in back drop. INLD spokesman Mr. RK Bhardwaj demanded immediate transfer of SP Sultan Singh. INLD workers and supporters in the shape of a huge procession reached Sirsa Mini- Secretariat complex.
