Whistleblower an organisation set up for activism of RTI in SIRSA was set up last year on this day. On its 1st anniversary its new office was inaugurated by Mr Govind Kanda on NH10 opposite City Diagnostic Centre of Dr Sanjeev Kaushal. The organisation is mainly manned by Journalist Inderjit Adhikari and Bhupesh Goel. On its 1st anniversary several persons including journalists, advocates, social workers and RTI activists were present. Mr Arun Bhardwaj Anchored the stage, while Sr. Journalist Mr. Rishi Pandey was the keynote speaker. Mr Pandey detailed about RTI and its details. Gurjeet Singh Mann (Adv) also appended to the details of Mr Pandey. Mr Govind Kanda said that RTI was introduced by Congress was the a step towards curbing corruption, now Lok Pal Bill also will be introduced by the Congress, it means that the Govt. is serious about containing corruption. Several activists were honoured at the function. Surender Sardana Advocate, RTI Activist Pawan Pareek, Lovely Bansal, ASI Kaptaan Singh posted at SP Office SIRSA, etc. to name a few. Baljit Singh, Dr Gajendra Singh Raghav, Nand Kishor Ladha, Rajender Sandhu, CM Grover, Ravi Bansal, Dinesh Kaushik, Bhaskar Mukherji, Pankaj Dhingra, Jarnail Brar, Ramesh Sahuwala etc were present on the function amongst others. Inderjit Adhikari and Bhupesh Goyal gave a memento to Sh Govind Kanda on the occasion.

The rain that lasted for couple of hours on 24th August morning left most of the City roads submerged in water, while electrocution due to a broken live wire near Durga Mandir B-Block killed Amit Garg, a student of class 10th of GRG School SIRSA.

The City as usual after rain became a big lake of accumulated rain water, while the rain has been said to be useful for crops. The ongoing movement against corruption initiated by Anna (Kisan Baburao) Hazare and IAC’s Civil Society which has now preoccupied everyone including all NEWS media at national and international level is being supported very well in SIRSA as well. Since 16th August, almost all well known or lesser known have come forward to put in their bit to highlight Anna’s movement. This includes, Doctors, NGO’s Political Parties, Advocates, Journalists, Teachers and Students of Schools as well as of Colleges and Universities. There are sit-ins (Dharna) in the day time and Candle Light protests in the evening. This has almost become like a ritual every day. 

However everyone does not fully agree with Anna’s agenda, there is large section of society in Sirsa also which is laid back in nature and prefers to argue in low tone that though it is very much timely and so very important that the spread of corruption should be at first arrested and then uprooted from India as soon as possible, but Anna’s Jan Lok Pal Bill may not be a rational and practical solution to this herculean problem. There just cannot be any quick-fix for this which has roots dated back several decades. What is necessary is to take solid steps that are really effective in a phased manner. Election reforms that started within the existing Constitutional framework got teeth in the form of Iron headed EC T.N. Seshan and there after every EC had to perform, is one such example which has changed the face of Indian elections but still has many miles to go as the cleaning up process in elections is also yet not complete. RTI that came about 6 years ago is also giving tough times to corrupt officials. Hence what is needed is a strong will at personal level and public level by one and all to eradicate this menace and not just dramatic protests. The protests have been indeed very useful and raised the issue that corruption is no more tolerable.

Late Sardar Tirlok Singh Mann (HPS- I Retd. Supdt. Jail)
Sardar Tirlok Singh Mann was born at Village Mannawala Distt. Shekhupura. (Now in Punjab of Pakistan) on 20th July 1920 in the famous Mannawala Family (A chapter is devoted to Mannawala Family, in the book The Chiefs Of Punjab, by a British Author. A family tree from 1700AD upto the name of Sr T.S. Mann also exists in this book as well as the Gazette of Punjab)He was the eldest son of S. Sahib Singh Mann (Ex MLC of Punjab Assembly 1952) His education started from Guru Nanak Khalsa High School Nanakana Sahib. He did his Graduation in 1942 from Khalsa College Amritsar. Six feet tall and well built; he was a good athlete & sportsman. He won the Punjab University’s ‘One Mile’ race twice. At that time the Punjab University was the biggest university in the North India and was located at Lahore. Even then he represented the Punjab University’s Volleyball team.

British Professors taught English in Khalsa College at that time. He had good command over English, Punjabi, Urdu, Hindi and even some working knowledge of French. He visited Sri Harmandir Sahib every morning during all 4years of his hostel life at Khalsa College Amritsar He held his teachers and professors in high esteem. Prof Sahib Singh, who is known for the most authenticated TIKA of Sri Guru Granth Sahib was one of his favorite professors.


In 1943, he joined the Jail department by appointment through Punjab Services Commission. His first posting was probably at Multan Jail as Asstt. Supdt. Jail. At time of partition in 1947, the family was allotted land at Sirsa; he was made a camp commandant for some time to take care of partition refugees at SIRSA. He resumed his jail department post in post partition India. During his service in the Jail Dept he did not distance himself from the prisoners, rather he understood their psychology and interacted with them to resolve their problems as and when these surfaced. He was very particular about the ration and good hygienic food of the Jail prisoners, and daily ensured that the right quantity and rightly cooked food was served on time. He also took care of the welfare possibilities of all the prisoners. He was very popular with the inmates and many of them used to thank him on and after completion of their jail terms. Besides many jails of Punjab & Haryana he was also posted at Tihar Jail Delhi in early fifties.

In 1975 to 1977 during the national emergency, he was Superintendent of Rohtak Jail. Many senior political leaders were detained in Rohtak jail under his tenure. {To name a few: Sh Bhairon Singh Shekhwat Ex. Vice president of India, Sh LK Advani Ex. Deputy Prime Minister of India, Sh Chander Shekhar Ex PM of India, Ch. Devi Lal Ex DPM India (and Ex CM Haryana), Sh. Sikander Bakht Ex Governor of KERALA, Dr Bhai Mahavir Governor of MP. Sh. Pillo Modi MP, Sh Ashok Mehta MP, Sh Biju Patnaik Ex CM Orissa, Major Jaipal, Bakshi Jagdev and many more…………} All of these were satisfied with the humane behavior of Sr. TS Mann. Many of them called upon him personally at his official residence soon after attaining political posts and ministries in The Janta Party in 1977. Even today many of them remember him fondly. He was being offered a seat for becoming a MP in the elections of 1977, but he refused as he was a non Political Man and never took any advantage of his such closeness to these leaders. May it be recalled that in 1977 elections it was landslide victory for the JANTA PARTY, and anyone who was nominated by Janta Party was sure to win.Most recently, after a gap of 28 years, Sh. LK Advani DPM of India recalled him at Rohtak jail on 26 June 2003. An exclusive video film on LK Advani and TS Mann was produced by AajTak news channel in Rohtak Jail; it was telecast at prime time on 26 June 2003 under ‘VISHESH’ Sh Advani specifically mentioned in this telecast the good treatment he got from Mr. Mann during detention under MISA. [see Pictures above] After 35 years of meritorious service he retired in 1979 as Supdt. Distt. Jail Rohtak, at that time this was the second senior most post in the Jail Deptt. The Govt. gave him four increments for his honest & dedicated services. He had ample regards for his officer: I.G. Prisons, Late Sh. SK Puri. That’s why he refused a promotion to the rank of The IG (the Highest Post of Jail Deptt. In those days) during the last few months of his service, as this would have put the then IG Mr. Puri in trouble, and would have jinxed the last phase of service (career) of Sh. Puri, due to certain political reasons.
He took up farming at his farm at village Kirpal Patti, in Ellenabad Sub Division of Distt. SIRSA after retirement. He did co-operative farming by indulging 20 families with him. He made sure that basic needs of these families (Housing, food and clothing) were fulfilled. He arranged money for them also. He discouraged these families to consume alcohol or any kind of intoxicants. He imparted moral and social teachings to all the people associated with him. He himself was a teetotaler and vegetarian through out his life.Along with farming he took up many social projects. From 1994, he gave a new momentum to the already Established ‘LOK PANCHAYAT’ (A regd. body) in the Rania-Ellenabad Jeevan Nagar area of SIRSA. Lokpanchayat is a non-religious, non-political, non-factional, social body. [NGO]
In 2001 he had joined the move initiated from the Districts of Karnal & Kurukshetra, for the formation of separate SGPC for Haryana (now know as HSGPC: Haryana Sikh Gurdwara Parbandhak Committee Adhoc). He motivated and apprised people of Sirsa district about the necessity of separate SGPC for Haryana. He was stern follower of the teachings of Guru Granth Sahib. He always cherished his parents.
In 1986, the untimely demise of his elder son: Sh. Gurinder Mann, perturbed him for a while but he took this great loss as will of The Almighty and consoled rest of the family. It is worth mentioning here that Sh. Gurinder Mann was highly educated [M.A. LL.B. BJ, member HUJ] He was a highly talented budding photo-journalist and art photographer whose pictures were published in international journals.

Gurinder Mann was a keen musician and a talented painter as well. He was elder brother of Author of this website.
Sardar T.S. Mann’s life was highly disciplined and he was highly health conscious. Even at the age of 83 years, he took long walks daily and visited his fields daily. He never needed much medical care through out his life, as he believed that nature takes care of petty ailments. He was a die-hard optimist.Sardar Tirlok Singh Mann passed away on the 19th day of August 2003, peacefully.
He is remembered for his principled life, honesty, integrity, and philanthropic and outspoken nature.

In a meeting held at the residence of Dr Gurcharn Singh Sandhu Gen Sec. HSGPC, between HSGPC (Haryana Sikh Gurdwara Parbandhak Committee Regd.) president Jathedar Jagdish Singh Jhinda and promonent independent candidate, Baba Gurmeet Singh Tilokewala for 18th Sept. SGPC elections from Sirsa, in wee hours of today’s morning, it was decided that  HSGPC shall support Sant Gurmeet Singh Tilokewala. Dr Gurcharn Singh Sandhu the candidate from HSGPC shall withdraw his nomination in favour of Sant Gurmeet Singh. Supporters of Sant Gurmeet Singh and supporters of HSGPC shall canvass together to garner votes for Sant Gurmeet Singh. As both these parties had the common agenda of formation of Separate Gurdwara Management Committee for Haryana, therefore it was prudent to join hands. Likewise on the Dabwali seat where Jathedar Jagdev Singh Mattdadu is contesting SGPC election as a candidate of HSGPC, Tilokewala supporters shall canvass for Mattdadu to make both the candidates of the alliance victorious. Now in Sirsa the contest shall be between, HSGPC supported independent: Gurmeet Singh Tilokewala and SAD-Badal candidate, Parkash Singh Sahuwala. This new development has made the contest intresting.

In Haryana there are 8 constituencies consisting of 11 SGPC seats, out of this Sirsa Constituency has two seats, Sirsa (09) and Dabwali (08). Sirsa seat has about 39614 Sikh voters while Dabwali seat has about 29000 voters. The last date of nominations for these seats is 11th August till 3:00PM.

ADC informed that model code of conduct has been enforced in Sirsa as per the guidelines and all the preparations regarding the polls are ongoing.

Last SGPC elections were held in year 2004. In Haryana in last elections the main contest was between SAD (Shiromani Akali Dal-Badal) supported candidates of (Shiromani Gurdwara Parbandhak Committee) SGPC and HSGPC (Haryana Sikh Gurdwara Parbandhak Committee) supported candidates of SGPC.

Friendship – where is it?

An article worth reading contributed by Colonel R D Singh from Amabla who originally belongs to Pili Mandori, he recalls his childhood days, the value system and the bond that existed in those days.

30 July was the World Friendship Day. While in India it is on 7th August. But where are the friends? Suddenly they seem to have disappeared, giving way to cheats and frauds. You do not know whom to believe and whom not to. I badly miss my village days when we did not lock our house, did not have to worry even if 20 guests arrived all of a sudden, and never thought that our sisters were unsafe outside. Let me give you a glimpse of the days when we grew in the midst of friends and well wishers.

It was a small village (Pilimandori) in Hissar district in 1960s, with no electricity or water supply. But life was still very happy and healthy. There was so much of inter personal relationship, full of warmth, and selflessness. If there was no milk at home, we would just go across to our neighbour with a pot and get milk. It was always give and take. There was no question of any payment. If my mother fell sick while father was away from home, the neighbours will take her to the hospital. And if our guests arrived when none of us was at home, then the entire neighbourhood will come and sit with them to give company. They would feed the guests, give them a ‘hookah’ to smoke, and make them feel wanted.

It was a community living, a life of sharing and caring. A marriage in the village, was an occasion for everyone to celebrate, and chip in to help the girl’s family. The village will never allow the bride’s father to feel the burden alone. Each house would offer a ‘charpoy’ and bedding for the ‘Baratis’ (marriage party). The ladies would go to the wedding house and sing marriage songs. These were so melodious and festive. The marriage would last for three to four days, and the whole village would unite to make it a success. During this period, there would be camel races, wrestling bouts, and even kabaddi matches to entertain the guests. We, the young children, would surround the groom, and be at his beck and call. After all, every girl in the village was our sister, irrespective of which family she belonged to. There was no hooliganism or misbehaviour. Our tradition of ‘Athiti Devo Bhavah’ (the guest is God) was at its best. And we took pride in it.

Once, I remember, a locust had entered our village fields. Unless checked, it would eat away our crops. So, the entire village youth got together with the digging tools. They dug up a deep long drain in which the advancing waves of the locust kept falling, and were then buried. Such collective efforts to meet emergencies in the village were a common code of conduct rather than an exception. Helping others came naturally.

Yes, times have since changed. Modernisation has taken place. People have become rich with lots of material wealth. But why have we become so poor in human relations? Why have we become so self centered and greedy?

Urbanisation and modernisation does not mean we become like mechanical robots . No amount of wealth can give us happiness that another human being can give by way of love and gratitude. We may be staying in a mansion, but life will be very dry and lonely without good friends and neighbours, without moral values. Even the media baron Rupert Murdoch, who had the feet of clay, is an unhappy man today. So, can we please take a minute off from our rat race for money and power. Can we just think where we are heading, and for what. Let’s lead a simple and healthy life. Let us be a friend to someone, a nice and kind person. That will not reduce our earnest income. But definitely make our life more happy, and worth living.

Incidentally well known classical singer "' Pandit. Jasraj and Actress and Singer sisters, Sulakshna Pandit and Vijayeta Pandit also belongs to his village.

A workshop was recently held at Ch Devilal University Sirsa, (CDLU) by the department of Biotechnology. The Works shop was well attended by experts from various universities and also a visiting US Biotech scientist from Mexico. Dr. SK Gehlawat chairperson of the Department of Biotechnology of the host university (CDLU) made elaborate arrangements for the same. Here is a video of the glimpses of the workshop and interview.
