Speaking at the 21st Annual Seminar of LOKPANCHAYAT, Mr. Jaswant Singh Josh (President, Lokpanchayat) said that the excavation leading to restoration of Ottu Lake upstream Ch Devilal Ottu Weir is a major demand of LOKPANCHAYAT since last decade. Now few more organizations have also also joined and fortified this genuine demand. Formation/Restoration of this important water body that once existed shall help in augmenting the irrigation to more than 100 villages around Ottu wier apart from this; it shall help in ground water recharging that shall check the fast depleting ground water table. The Lake shall also reduce power requirements of the beneficiary area to a certain extent. Later the lake can also be developed into a Tourist attraction. Mr. Swarn Singh Wirk said that memorandums have already been sent to the Chief Minister, Haryana, and now upon his scheduled visit to Sirsa in februray, he shall be urged once again for fulfilling this demand expeditiously. Master Sampooran Singh said that LOKPANCHAYAT is committed to development works and had been successful in the past in impressing upon Government to fulfill many of the demands of Ellenabad-Rania Area. Mr. Gurdial Singh Wirk, (SDO Retd.) said that more from amongst the youth should come forward and join LOKPANCHAYAT. Mr. Kuldeep Singh Jakhar, Mr. Sardool Singh Kotli, Mr. Bali Singh Bhudimaari, Ch. Sukhdev Singh Bhadu, Sh. Brahmanand Sharma, Gurjeet Mann, Mr. Gurtej Singh Mann (Bacher), Mr. Buta Singh etc. spoke on Female Foeticide, Menace of Narcotics, Road Sense (Traffic Problems & Road Safety) etc. on the occasion.

Mr. Khoob Ram Jakhar a 97 years old resident of village Chautala who had been said to be Sarpanch of Chautala village for more than 55 years continuously was conferred ‘LOKPANCHAYAT: JAN HITT SAMMAAN 2006’ for his honest and dedicated service as a Sarpanch for such long tenure that is a probably a state record.

Miss Jyoti Goyal of Ellenabad was honored for academic achievements. She stood first in Distt SIRSA in Haryana Board Matriculation exams by securing 94% marks. Late S. Bhagwan Singh Chatta & Late S. Hari Singh Wadania were also honored posthumously for their dedicated services to LOKPANCHAYAT and society.

Some of the demand resolutions that were passed at the seminar by voice vote are:

1. Demand for official clarification about apprehensions of the farmers of Distt. Sirsa that the commissioning of Hansi Butana Canal shall cut into the existing water share of Sirsa from Bhakra Canal (BBMB)

2. Demand for announcement and formation of Ottu Lake.

3. Demand for Repair of roads.

4. Demand for Southern and Northern Ghagger Canal (SGC/NGC) de-silting.

5. Demand for checking of pollution of waters of Ghagger River all through it course in Himachal Pardesh. Punjab & Haryana

6. Demand for construction of narrow service bridges at Kuttawadh-Rania & Kariwala-Ellenabad over Ghagger River.
