SONIA LAUDS HOODA’s 2 YEAR RULE IN HARYANA.
In over 15 minutes of her speech, Ms. Sonia Gandhi the president of the AICC, and chairperson UPA Government, greatly applauded the Haryana Chief Minister Bhupinder Singh Hooda as the emancipator for the oppressed people of state. While addressing a mammoth gathering at the Nav Yug (Modern Era) Rally organized here today by the Haryana State Congress, at the local Police lines, (christened Shaheede-Azam Bhagat Singh Maidan) she first of all paid rich homage to the victims of the Samjhauta Express and demanded stern action against the perpetrators of this crime against humanity. She said that during the last 2 years the rule of law has once again been re-established under the stewardship of Bhupinder Singh Hooda. She said that atmosphere conducive to the foreign investment in the state was created in Haryana from where, earlier the Industrialists had started migrating to other states and none wanted to make any investments in the state or to set up any industries here. Praising the people of Haryana and Punjab she said that these 2 states contributed a lot to the green revolution which made the country self sufficient in food. She expressed her confidence that under Bhupinder Singh Hooda the Haryana state would make rapid strides in every sphere and make Haryana the number one state. Earlier Haryana Chief Minister Bhupinder Singh declared a plethora of sops for all sections of society especially the down trodden and those living below poverty line. Many other Congress leaders including Dr. Ram Parakash the working president of the HPCC, former Minister Jagdish Nehra, Navin Jindal MP, Shamsher Singh Surjewala , Ranjit Singh vice president Haryana Planning Board, Chhattar pal Singh MLA, Pt. Shiv Shankar Bhardwaj, Doora Ram and Ram Kishan Fauji all MLAs also addressed the rally.

Major Announcements at Navyug Rally

Haryana Chief Minister, Mr. Bhupinder Singh Hooda today announced a bonanza of incentives for all sections of the society including members belonging to Scheduled Castes, Backward Classes, farmers, labourers, poor craftsmen, petty shopkeepers, people living in rural areas, employees of the State Government and those living below the poverty line.
The Chief Minister, who was addressing a mammoth Nav Yug Rally in Sirsa to mark the completion of two years of the present State Government in office, announced to waive off interest on loans of Cooperative Banks to benefit those who were debt ridden and had not been able to repay their loans for the last one year that is upto March 31, 2006. He said that such loanees could get the interest on their loans waived off by paying the principal amount by June 30, 2007. The decision would benefit eight lakh families to the tune of Rs 553 crore, providing much needed relief to the members belonging to Scheduled Castes, Backward Classes, poor craftsmen, labourers, farmers and petty shopkeepers.
He also announced to waive off interest on loans for those who had obtained loans from Haryana Agricultural Development Bank for agricultural purposes and were not able to repay the loans after June 30, 2006. He said that such loanees could get interest on their loan waived off in case they pay the principal amount by June 30, 2007. This decision would benefit 1.40 lakh families to the tune of Rs 217 crore.
He also announced to give a rebate of two per cent in rate of interest for one year to those loanees of the Cooperative Banks who had been repaying their loans regularly thus benefiting them to the tune of Rs 830 crore. He said that this would be an incentive to such loanees. Amidst thundering applause, Mr. Hooda also announced to raise minimum wages from Rs 2484 to Rs 3510 per month thus giving a benefit of more than Rs 3000 crore to 27 lakh persons in the State. This decision of minimum wages would also be applicable to one lakh teachers working in non-government schools.
Mr. Hooda said that the State Government has decided to repair all water courses within two years. Also, all new water courses which are to be constructed in the Bhakhra Command Area, would also be completed within two years.
The Chief Minister, who was speaking in the presence of UPA Chairperson, Mrs. Sonia Gandhi, said that as she had also been concerned about the weaker sections of the society, these historic and new decisions of the State Government would provide them much needed relief.
He also announced to constitute Haryana Rural Development Authority (HRDA) to ensure systematic development of rural areas in the State.
The Chief Minister also announced to restore the Leave Travel Concession (LTC) facility for the employees of the State Government saying that it would be again effective after a gap of several years. He said that it had also been decided to conduct BPL survey afresh to prepare pink and yellow ration cards and this work would be completed within three months.
The Chief Minister, who was addressing the firstever State level rally organised in Sirsa, also announced a number of incentives for the residents of the area. He said that a railway over bridge would be constructed in Sirsa on the railway line passing through the city at a cost of Rs 25 crore and its construction would commence within this year. He said that it would be completed within two years.
While describing the Ottu Lake as the lifeline of Sirsa district, Mr. Hooda said that the Government had decided to desilt the lake at a cost of Rs 55 crore. He said that Rs 30 crore have been sanctioned to increase the capacity of Western Jamuna Canal (WJC) mainline lower. It would provide 1500 cusecs of water to the farmers in the districts of Sirsa, Fatehabad and Hisar for paddy. He also announced to construct bypass for Sirsa.
Mr. Hooda said that with a view to promote higher education in the area, a Government college would be set up at Dabwali. He added that a grant of Rs 40 crore has already been given to Ch. Devi Lal University located in Sirsa.
