To a question raised by Mr. Amar Singh of DD News about large number of drop outs form schools, Mr. Gujral said that it was a national phenomenon and governments are working to improve the situation. He said that the newly introduced semester exam system shall improve the situation.

Mr Gujral also admitted that at many places due to shortage of power supply edusat systems od education may get affected some time but elaborate arrangements for power back up (UPS) have been provided every where that can run the Edusat sat for more than 4 hours.

SIRSA NEWS had posed to Mr. Gujral that why an interim, cost effective and technically stable step of providing Multimedia Computers and Multimedia Educational CD-ROMS had been comfortably skipped, and a giant leap from black board to Satelite technology education has been taken? (Knowing well that the technology is still fragile to handle at all places, today’s erratic functioning of Edusat was a tell tale story!) Before answering this query Mr. Gujral switched to another district.

Answering question about increasing number of molestation of girl students, Mr. Gujaral assured that government is very serious about such happenings and sternest action shall be taken in any such cases. There is plan to appoint teachers of age 50 and above in Girls Schools.

Addressing the first-ever tele-conference on the network from the DIET Building, Sector 2, Minister of Education Haryana Mr. Phool Chand Mullana said the biggest ever initiative in the country would help in providing quality teaching to students in every corner of the state. Primary classes would be given lessons in English and mathematics.

Announcing that students of senior secondary schools and final year of
colleges had begun benefiting from the programme, he stated that the AIEEE classes for science students of Class XII had elicited tremendous response. "Our motto is to provide uniform and quality education across the board and EDUSAT is our key to this," he said.

Mullana announced that a subsidy of Rs 1 lakh would be provided to government aided recognised colleges if they want to connect with the EDUSAT system while private schools would only require to install a direct-to-home dish and could get transmission. "We are not going to charge any fee for that," he remarked. In response to a question, the minister said the curriculum material in both Hindi and English for primary classes and arts stream senior secondary school students was being prepared. The department will confine the transmission to four days while leaving one day for practicals and Saturdays for the teacher to recapitulate the entire week's lesson for the students.

Meanwhile, in the interaction with district correspondents across the state, a reporter from Gurgaon asked the minister to explain how students would benefit from the programme if the connectivity problem continues.

Haryana education minister Phool Chand Mullana today had first hand experience of the hiccups in the smooth implementation of Haryana's ambitious EDUSAT programme. In a session plagued with problems of connectivity, unclear transmission and poor sound quality, the minister announced that all government primary and senior secondary schools would be connected through the EDUSAT network by the end of May this year.

Ch. Devi Lal University (CDLU) & Shubh Aarambh a welfare society of Sirsa held a seminar on Road Sense and curbing the menace of the stray cattle.

The president of the society Mr. Deepak Bajaj Advocate said that it was high time to initiate such reforms in Sirsa, especially when District Sirsa administration has now people friendly top brass in the form of the Deputy Commissioner, Mr. V. Umashankar and the Superintendent of the Police, Mr. Vikas Arora. Mr Bajaj also anchored the stage and in between kept giving suggestion about some road engineering issues like Zebra Crossings, bill boards indicating hospitals schools ahead and turn ahead traffic boards.

The seminar was presided over by Mr. KC Bhardwaj, VC CDLU, in his brief speech he praised the SI Traffic Mr. Manoj Verma appointed by the SP for his good job.

Dr. OP Bansal he was the special guest spoke about the menace of stray cattle especially the bovine family, he said that the practice of serving green fodder to the bovines which is outcome of some misinterpreted religious beliefs leads to bull fights amongst ferocious and amorous bulls leading to many accidents killing people or making them disabled forever. He said that religion should not be made an issue in weeding out this menace. He also came heavily on the societies for animals and their western ideas. He mentioned that stray canines especially dogs apart from causing accidents also are the cause of Rabies which still finds no treatment in the medical world.

Mr. Suresh Mehta Advocate said that its time that everyone and even amongst the lawyers who are supposed to know and respect the law start abiding the traffic rules.
Mr. Vikas Arora SP said that on his visit to the western countries the most significant thing that came into his notice was that there was complete discipline on the roads every where. He said the getting a driving license in the west is a matter of celebration as it just cannot be issued to anyone unless the prospective driver passes all the stringent written and driving tests. Where as the driving license over here is mostly like a commodity that can be taken off the shelf. He said but from 21st March 2007 onwards things are going to change and the system of taking written as well as driving tests shall be mandatory for anyone who wants to hold a driving license. He said if anyone fails he can appear for the tests every week for three chances and then after about 60 days so that he comes prepared. He rejected the suggestion that there should be police force to teach lessons to traffic lessons and said that motivating and cajoling people into better driving habits is a better and permanent way then brute force.
Mr. V. Umashankar also echoed similar views as of the SP and said that on his visit to the USA he was advised by his friends against driving as he might get traffic tickets. But he surfed the Traffic Police and Safe motoring websites got himself prepared and drove comfortable more than 4000 miles everywhere in the USA. His sensitivity made him learn the discipline expected over there. He said that unlike India driving is pleasure in the west only because 100% following of traffic rules. He also said that the police is also much more vigilant and better trained there to enforce traffic rules. But more so is the will of people to follow rules where as in India the general will is not to follow the rules.
Mr. RK Singh Director Distance Education CDLU said that while in the USA even satellites also monitor the traffic on the roads here at Sirsa we the people should monitor ourselves, obey the traffic rules strictly to prevent and reduce the number of ever increasing accidents.

A question answer session was also held.

An FIR was lodged against the accused on the complaint of father of the girl Harjinder singh who took the help of the husband of village sarpanch Davinder Singh Hundal, and other villagers who accompanied him to PS Ellenabad.

The Ellenabad Police arrested the accused teacher and produced him in the court of Mr. Jarnail Singh Judicial Magistrate, on orders of the JM he was sent on 14 days judicial remand.

The accused teacher Harbans Lal singled out the girl and detained her after school hours on the pretext of cleaning utensils. It is alleged by the villagers and the father of the girl that the teacher striped her naked and tried to outrage her modesty but the girl raised an alarm and managed to escape from the school.

The teacher was booked under section 354, 376 & section 511 of IPC.

The Additional District Education Officer Sirsa, Mr. Mittarsain Malhotra has suspended the teacher and charge sheeted the school incharge Mr. Darshan Kumar for not apprising him about the incident immediately, he said that he came to know about the incident only when the police report reached him.

The district president Haryana Primary Teachers Association, Mr. Rajender Bhardwaj has also deplored the incident and said that the accused teacher if proved guilty should be given rigorous punishment.

In another incident related to village Kirpal Patti where the villagers demonstrated in front of the SP Office Sirsa today and demanded action against non performing police officer of Rania in taking any action in solving the murder of a youth of Kirpal Patti, Mr. Inderjeet Singh on 15th of January.

SP Mr. Vikas Arora immediately suspended Mr. Krishan Lal SHO Rania taking serious note of the demonstrating villagers and also taking into account the previous errors of the same SHO in misplacing an important file when the SHO was posted at Sirsa Sadar Police Station.

It may be brought to the knowledge of the SP that the quality of Policing in the Rania- Ellenabad area police stations has been much below minimum expected level and everyday the public is grudging against wide spread corruption and arrogant behavior of the SHO’s at these Police Stations.

Even in the molestation case the SHO Ellenabad was reluctant to lodge an FIR and was trying to compound even such a heinous crime (that too against a girl child in the face of alarmingly imbalanced sex ratio), by negotiating and advising the complaining parents and some villagers.

It is a matter of fact that owing to the sudden appearance of several electronic media persons from Sirsa the SHO had to file the FIR as the matter also came into the knowledge of the SP Sirsa by then.
In such a scenario the credibility of the D.S.P. Ellenabad also becomes questionable.
