Ch. Devi Lal University (CDLU) & Shubh Aarambh a welfare society of Sirsa held a seminar on Road Sense and curbing the menace of the stray cattle.
The president of the society Mr. Deepak Bajaj Advocate said that it was high time to initiate such reforms in Sirsa, especially when District Sirsa administration has now people friendly top brass in the form of the Deputy Commissioner, Mr. V. Umashankar and the Superintendent of the Police, Mr. Vikas Arora. Mr Bajaj also anchored the stage and in between kept giving suggestion about some road engineering issues like Zebra Crossings, bill boards indicating hospitals schools ahead and turn ahead traffic boards.
The seminar was presided over by Mr. KC Bhardwaj, VC CDLU, in his brief speech he praised the SI Traffic Mr. Manoj Verma appointed by the SP for his good job.
Dr. OP Bansal he was the special guest spoke about the menace of stray cattle especially the bovine family, he said that the practice of serving green fodder to the bovines which is outcome of some misinterpreted religious beliefs leads to bull fights amongst ferocious and amorous bulls leading to many accidents killing people or making them disabled forever. He said that religion should not be made an issue in weeding out this menace. He also came heavily on the societies for animals and their western ideas. He mentioned that stray canines especially dogs apart from causing accidents also are the cause of Rabies which still finds no treatment in the medical world.
Mr. Suresh Mehta Advocate said that its time that everyone and even amongst the lawyers who are supposed to know and respect the law start abiding the traffic rules.
Mr. Vikas Arora SP said that on his visit to the western countries the most significant thing that came into his notice was that there was complete discipline on the roads every where. He said the getting a driving license in the west is a matter of celebration as it just cannot be issued to anyone unless the prospective driver passes all the stringent written and driving tests. Where as the driving license over here is mostly like a commodity that can be taken off the shelf. He said but from 21st March 2007 onwards things are going to change and the system of taking written as well as driving tests shall be mandatory for anyone who wants to hold a driving license. He said if anyone fails he can appear for the tests every week for three chances and then after about 60 days so that he comes prepared. He rejected the suggestion that there should be police force to teach lessons to traffic lessons and said that motivating and cajoling people into better driving habits is a better and permanent way then brute force.
Mr. V. Umashankar also echoed similar views as of the SP and said that on his visit to the USA he was advised by his friends against driving as he might get traffic tickets. But he surfed the Traffic Police and Safe motoring websites got himself prepared and drove comfortable more than 4000 miles everywhere in the USA. His sensitivity made him learn the discipline expected over there. He said that unlike India driving is pleasure in the west only because 100% following of traffic rules. He also said that the police is also much more vigilant and better trained there to enforce traffic rules. But more so is the will of people to follow rules where as in India the general will is not to follow the rules.
Mr. RK Singh Director Distance Education CDLU said that while in the USA even satellites also monitor the traffic on the roads here at Sirsa we the people should monitor ourselves, obey the traffic rules strictly to prevent and reduce the number of ever increasing accidents.

Shubh Aarambh is going to make aware the people about the traffic sense at the time of CHALLAN conducted by the traffic police at different time and places as why he/she challaned and how can he/she save himself/herself in future by abiding the Traffic Rules. The members of our Society will also motivate the people to not to use the Pressure Horn, Use of right size and shape of number plates, not to use the Mobile while driving and use the Helmet on Highway when driving outside the municipal limits and also to educate the School going Minor Children to not to drive the Vehicles. We will also approach the administration to place the Interceptor Machine permanently for Sirsa.
