A Day to Remember -  Swearing-in  Ceremony  of  Kejriwal
I am so happy that I attended the swearing- in ceremony of Arvind Kejriwal at the Ramlila Maidan on 28 December, as the new CM of Delhi. Otherwise, I would have never witnessed over one lac people, donning the AAP cap, and beaming with  with joy , “ Ham jeet gaye yaro”. The common man has finally arrived.
I reached the Ramlila Maidan at  around 10 am, and found people pouring in by hundreds.  You could hardly find an empty chair. There was a natural joy in people, as if it was a fair. Every one seemed to be  part of the victory. Waving the National  flag, singing patriotic songs, proudly lifting brooms ( party symbol), some even had decorated brooms like bouquets, and many supported  mini brooms in their AAP caps. It was a festive feeling, never seen before in politics.  I could see many young boys and girls with their cheeks painted with the ‘tiranga’, and many carrying placards , emphasising nationalism and honesty in politics.
I asked Shri Ramesh Chand, an enthusiastic AAP volunteer  sitting next to me,  that what if re-elections were held. He confidently replied, “Sir, we would have got a clear majority. And if the Congress makes our govt fall now, we will get 58 seats in the re-election”. That sentiment was echoed by many others whom I talked to. Such is the change in the conviction and thinking of people. They feel that bad days of democracy are over, and  good days are ahead.
Suddenly, I find people in front of me getting up, and I hear them say, “Oh, there is Kejriwal’s mother, sitting with aam admi”. People were also thrilled  that Kejriwal,  ministers,  and MLAs were travelling by metro to the venue. It was such a sound message to every one that , henceforth, no VIP culture, no frills, only service to people.  It was now 11 am, and there was hardly any space in the ground even to stand. The volunteers ( I won’t call them a crowd) had come from various parts of the country, and not from Delhi alone. The major difference was that , this time they had come on their own, and not brought by force or inducement . Despite such a huge sea of volunteers, there was order, discipline and a feeling of oneness.
Here comes Kejriwal, with his team of ministers, and he jubilantly  waves to over a lac  people in front of him.  The atmosphere is electrified as if the  Messiah  of the common man has arrived. There is huge clapping and slogan shouting “ Kejriwal zindabad. Intquilab zindabad. Bharat Mata ki jay -----“. The swearing in ceremony by the Lieut Governor commences  dot  at 1200 h. Kejriwal takes the oath with conviction, clearly and  loudly. So do his  ministers, with no mistake. Oath ceremony over, now the new CM addresses his people and assures them, “ It is not my govt but your govt. It is not me,  the bureaucrats,  or few policemen who will run it, but  the govt will be run involving one and half crore people of  Delhi.  We are here to serve you and not vice versa”. He is convincing and sounds absolutely genuine.
The function ends on a high note, and people disperse with a sense of achievement. The mood of  people is very upbeat, and they want to spread the success of AAP across the country. The intention is noble, and there is fire in the belly. Who can stop it, and why?

Need to Merge Bharat and India! – Col RD Singh

Need to Merge Bharat and India!
A recent report by the National Sample Survey Office (NSSO) revealed that nearly 50% Bharat (rural women) walked up to 5 Km a day for water. It reminded of me of my mother. She used to fetch water from far off wells in a pitcher on her head, in a remote village in Haryana, about 50 years back. There was no choice because sweet water wells were few and far flung. There was no electricity or road, what to talk of canals or underground water supply. The wells used to be about 100 feet deep, and it needed effort to pull out water with the help of a camel. A house hold needed at least 10 to 15 litres of drinking water daily. Bathing, of course, was mostly in village ponds. So, you can imagine, my mother used to ferry at least ten times, morning and evening, to make sure that we had enough water, and our studies was not affected, due to any inconvenience.
It is surprising that even today; women in rural areas have to walk such long distances to fetch water. Half their day goes in this activity, and remaining half in cooking and attending to the family. Where is the time for rest, or personal care for the poor woman? I wonder why we have not been able to provide potable water supply to every house in the country. That should have been the priority of every govt, in all the states. Like Kejriwal, has put water and electricity as his top priority, the moment he takes over as the CM of Delhi. That is the crux of meeting the aspirations of people, starting from the grass roots and basic necessities. I feel, be it any party and govt, but these priorities should remain the same.
After water and electricity, the next priority should be toilets and sanitation. It is high time we stopped defecating and urinating in the open. I have seen, there are still a large number of houses which do not have toilets and women have to face the awkwardness of doing it out in the fields. Girls do not have enough toilets in schools and colleges. That is why many drop out in between their studies. Ladies toilets are always causality, because we do not pay enough attention to it. It is also high time we stopped depending on others (scavengers) for cleaning our toilets. We have to develop dignity of labour and clean our own house and toilets, mechanically or manually, as applicable. It is also not enough just to keep our own houses clean. We got to learn to keep our surroundings also clean. That will happen once we cultivate the civic sense. Remember Aamir Khan’s message on it!

Let there be Congress/BJP/ or any party in power, but,  Make Sure that no woman in our country has to walk 5 KM to fetch a pitcher of water, or has to wait in line for 20 to 30 minutes for a bucket of water. Let no girl has to leave her school because there is no girl’s toilet or there is no electricity to study. And let no poor man have to sleep hungry, without a roof. Then, we can see Bharat and India merging into a happy Hindustan. We owe it to people who elect us.

A detailed memorandum of demands was also given to Dr Ashok Tanwar regarding this, the draft of the Memorandum is as below:

MEMORANDUM OF HARYANA SIKH GURDWARA PARBANDHAK COMMITTEE (Regd.)

Dr Ashok Tanwar
Member Parliament
Sirsa Constituency, SIRSA

Dated: 16.12.2013

Subject: - Implementation of Punjab Re-org. Act. 1966 (Art.72) i.e. constitution of Sikh Gurudwara Board of Haryana.

Honourable Sir,
The Re-org. Act 1966 (Art. 72) state as under:
72. General provisions as to statutory corporation.
(1)  Save as otherwise expressly provided by the foregoing provisions of this part, where anybody corporate constituted under a Central Act, State Act or provincial Act For the existing State of Punjab or any part there of serves the needs of the successor states or has, by virtue of the provisions of  Part II. Become an interstate lonely corporate then, the body corporate shall on and from the appointed day, continue to function and operate in those areas in respect of which it was functioning and operating immediately before that day, subject to such directions as may from time to time be issued by the Central Government, Until other provision to made by law in respect of the said body corporate.
(2) Any direction issued by the central Government under sub section (1) in respect of any such body corporate may include a direction that any law by which the said body corporate is governed shall in its application to that body corporate; have effect subject to such exceptions and modifications as may be specified in the direction.
(3) For the removal of doubt it is hereby declared that the provisions of the section shall apply also to the Punjab University constituted under the Punjab University Act, 1947 the Punjab Agricultural University constituted under the Punjab Agricultural University Act, 1961 and the Board constituted under the provision of Part III of the Sikh Gurdwara Act, 1925.
Haryana Govt. got disaffiliated their colleges from Punjab University on the same very day and got affiliated to Kurukshetra University. Haryana Agriculture University was established in 1970. Nothing was done by Haryana Govt. for the Sikh Gurudwara Act 1925 which was also a part of this Article.
Few words for Gurudwara Act 1925.
Gurdwara Act was passed by Punjab Assembly in 1925, signed by the Governor of Punjab not by Viceroy of India. So its jurisdiction was only the State of Punjab. In 1947, Punjab was bifurcated into East and west Punjab. The Gurdwara Act stood only for east Punjab. In 1956 PEPSU was merged in Punjab so the jurisdiction of this Act automatically extended up to Delhi. In 1966, Punjab was re-organised as this Act was meant only for Punjab. So to keep Haryana, Chandigarh and part of Himachal under this Act is unfair, unjust, unethical and also against the democratic norms of the country.

1.    This Act is meant for Punjab only. It is also clear from the fact that the members of Gurudwara Judicial Commission are appointed by Chief Minister of Punjab without any consultation with the Chief Minister of Haryana, Himachal and the administrator of Chandigarh.
2.    All India Congress Committee (AICC) promised the Haryana Sikhs as per their manifesto published in 2005 for Haryana Assembly Election that Congress if comes in Power will get implemented The Punjab Re organisation act section 72(iii) in totality. On this promise made by AICC, The Sikhs of Haryana voted twice in favour of Congress in Assembly and Parliament elections after 1984 episode for the 1st time, but the promise made by the AICC still remain to be fulfilled.
3.    In 2006, Haryana Govt. constituted a committee for consideration of a separate Gurdwara Board for Sikhs in Haryana, under the chairmanship of Sh Harmohinder Singh Chatha the then speaker Haryana Vidhan Sabha. He invited the views of Sikhs of Haryana in the form of affidavits in favour or against the formation of a separate Gurdwara board. Not even a single Sikh went against the formation of a separate board. The Chatha committee recommended the formation of a separate Gurdwara board in Haryana.
4.    On 7th March, 2008, a discussion was held on a motion moved by Sh. Nirmal Singh MLA regarding the formation of a separate Gurdwara board in Haryana, all the MLAs present in the house numbering 73 favoured the formation of the Board, not even a single MLA from any party opposed it.
5.    If all the other states in India like, Maharashtra, Bihar, Delhi have their separate Gurdwara board than why not Haryana.
It is very unfortunate that when Punjab reorganization act, views of Sikhs in Haryana and opinion of the elected representatives of Haryana is in favour of the separate Gurdwara Board in Haryana, then we fail to understand that why the Haryana Govt. is bent upon to deprive the Sikhs of Haryana of their legitimate right for Separate Gurdwara Board.
Your esteemed personality is very humbly requested to use your influence on the Haryana Govt. to implement the Punjab Re-organization act (Art. 72) in totality, so that the promise made in the manifesto stand implemented.

Thanking you in anticipation

Yours sincerely,

Jathedar Jagdish Singh Jhina (President)                                             Dr. Gurcharan Singh (Gen Secretary)

AAP-A new Chapter in Indian Politics?

AAP-A new Chapter in Indian Politics?
SIRSA NEWS ( www.SirsaNews.com )
12 December, 2013

New chapter in Indian politics?
The stunning success of AAP in the Delhi elections   has changed the thinking of the nation towards politics. Congrats to the common man for reposing faith in the principled politics, and commitment to development. It is a victory of goodness over money and muscle power. Idealism, a word which people had started laughing at, has again got back its respect. Kejriwal and his AAP, have written a new chapter in India politics.  It has a very bright future ahead, provided it practises what it preaches, when in power.
The debacle of the Congress party in four states is surprising, to say the least. The sweep by the BJP has further strengthened Narinder Modi’s position as the PM candidate, and somewhat dented the stature of Rahul Gandhi.
Now, the Congress has to rethink its political strategy.  How does it approach the 2014 elections?  The difficult situation demands tough decisions. Lessons have to be learnt.  Sonia Gandhi is the main trump card the party has. But, I feel, it is not the opportune time to use it.  Presently, the initiative lies with Modi, and if Sonia, as PM candidate fails, then the Congress party will face difficulty to pull it out of a difficult situation in 2014. So, now, the best option is to announce Dr Manmohan Singh as its PM candidate. He has a clean image, and despite being considered weak (which I personally do not agree), is a thorough professional. Rahul Gandhi, and other top leaders, should back him up to the hilt. The party must connect to the man in the street, with all humility, without hitting out at any body. The Congress can bounce back, based on its development schemes, and secular outlook.
It is also a perfect time for the political parties to check their course, and sweep out ‘dirt’ from politics. Let them shed the baggage of ‘bhai bhatija’ in politics. A politician must be seen as social worker and not the one wielding authority to browbeat the system and make money. He should be the one who helps bureaucracy to work for the poor and not twist them towards corruption. Let this positive momentum in politics be built up to herald a new era in India democracy. Social activists like Anna Hazare, and others, should support the change, and help in fielding good candidates for the elections, whichever party it may be. If we want a positive change, then we all got to chip in, rather than crib and sit on the fence. Then alone, our Parliament and state assemblies will be filled with dedicated representatives of people, ensuring healthy democracy, and all round progress of the nation.
